Building Operations & Construction Supervisor

POSITION SUMMARY:        
Under general supervision, coordinates, schedules, supervises, and inspects the work of journeyman and building superintendents working on new construction, rehabilitation/modernization projects, building operations, maintenance and repairs. Assists the Building Operations & Construction Manager with annual supplies and maintenance contract bidding, facilities planning updates and estimates, and updating of the five year capital improvement plan.
 
Essential Duties and Responsibilities include, but are not limited to the following:
- Surveys and inspects sites and projects to determine material and labor needs and cost estimates.
- Assists in project design, plan review and permitting of both in-house projects and contracted services.
- Prepares diagrams and sketches of work to be done.
- Plans, schedules, supervised, and inspects the work of skilled workers (i.e., electricians, plumbers, carpenters, heating, ventilation, air conditioning, and refrigeration technicians, roofers, painters, etc.), skilled trade assistants, and contract service employees not being inspected by the Clerk of the Works.
- Recommends approval or disapproval of payments for contracted services on projects not being inspected by the Clerk of the Works.
- Coordinates work schedules with school activities, other Elko County School District trades, and outside agencies.
- Confers with architects, engineers, facility planners, and other District staff, regarding construction projects.
- Researches equipment and/or material and assists with the development of specifications.
- Records and maintains a daily log of project activities.
- Communicates with vendors/contractors regarding the order and purchase of equipment and materials.
- Monitors supplies inventory and initiates requests for equipment, supplies, and materials.
- Plans new or modifies existing installations to minimize waste of materials, provides access for future maintenance, or to avoid hazards.
- Responsible for the safe disposal of hazardous materials.
- Conforms to safety standards as prescribed.
- May provide first aid and or Current Cardiopulmonary Resuscitation (CPR)/Automated External Defibrillator (AED) when necessary.
- Provides input for evaluation of assigned staff.
- Assumes all other duties and tasks as may be assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:
- Demonstrates a working knowledge of the International Building Codes (IBC), National Electrical Code (NEC), National Fire Alarm Code, NFPA National Building Codes, Uniform Mechanical Code (UMC), and the Americans with Disabilities Act (ADA), etc.
- Must have the ability to read and interpret architectural and engineering drawings, schematics, specifications, codes and other material pertinent to construction.
- Working knowledge of construction materials, means and methods.
- Knowledge of building components and systems.
- Ability to coordinate and schedule multiple trades and/or craft projects and maintenance activities.
- Basic computer skills in work processing, spreadsheet and email programs.
- Good oral and written communication skills; able to read and interpret written information and relate such information to others.
- Ability to learn and apply work procedures.
- Ability to plan and organize work.
- Ability to develop and apply operating, safety and work procedures.
- Ability to troubleshoot systems.
- Ability to research and provide cost estimate information.
- Ability to operate hand and power tools and equipment.

- Possesses of able to obtain within one year an OSHA Asbestos Inspectors Certification.
- Maintains personal and professional development to meet the changing demands of the job, participate in appropriate training activities and encourage and support staff in their development and training.
- The ability to work on remote sites for long periods of time, full-time if necessary and over-time as required.
 
Licenses and Certificates:   
Journeyman certificate/card, if available; or specific documented evidence of training and
experience to satisfy qualifications.
30 Hour OSHA Construction Safety & Health Card.
Valid State of Nevada Driver’s License.
OSHA Asbestos Inspector License/Certification Card
 
Physical Demands:

- Strength: Medium/Heavy - Exert force 50-100 lbs. occasionally, 25-50 lbs. frequently, or up 10-20 lbs. constantly. Involves significant standing, walking and pushing or pulling.
- Stamina to remain seated and maintains concentration for an extended period of time.
- Hearing and speech to communicate in person, via video conference, or over the telephone.
- Environmental conditions vary from a climate-controlled office setting to work outdoors with temperatures ranging from mild/moderate to extreme cold/heat.
- Able to operate tools, equipment and machinery as found on a typical construction site.

This position requires employees to work in and around students and staff. Employees must be professional and use proper decorum, language and exhibit a positive attitude in dealing with those who are essentially our customers.
 
Employees must be willing and able to adapt to changes in the work environment, managing competing demands, and often must change their approach or method to best fit a given situation; able to deal with frequent change, delays or unexpected events.
 
     This position requires supervisors to work at various locations without direct supervision. Supervisors must be depended upon to follow instructions, keep commitments and take responsibility for their own actions.
