Construction Foreman

Work involves responsibility for the assignments and supervision of personnel engaged in the field construction, installation, maintenance and repair of valves and service connections, to include the disinfection and flushing of water mains. Work is performed with considerable independence under general direction with responsibilities to include the receipt and resolution of citizen inquiries and complaints with respect to water distribution, conferring with or assisting other City Department, engineers, contractors, and government agencies. Work includes the preparation of work orders, estimation of materials, equipment and manpower needs and the maintenance of records and reports with which to monitor and document service, repair and program activities. Work may also include responding to emergency calls for broken water mains or damaged fire hydrants and operating valves for emergency shutdowns. 

• Schedules, supervises, and may participate in the work of employees engaged in the construction, installation, maintenance, repair, testing, disinfection and flushing of potable water lines, fire hydrants, valves and related apparatus. 
• Estimates time, material and equipment needs; prepares and maintains work time, material, and program activity reports and records; prepares work orders and may assist with program budget monitoring. 
• May be assigned to work night and/or weekend hours.
• May route pipes under driveways or sidewalks; operate water valves, air releases, pressure gauges, blow-offs, hydrants and related appurtenances; flush water mains.
• Responds to various citizens complaints relating to water distribution water problems. 
• Instructs and trains personnel in proper work methods and the safe operation of equipment and tools and may participate in the more complex repair, adjusting and testing phases of the work.
• Participate in the placement, training, safety, appraisal and discipline or assigned employees.
• performs related work as assigned.

High School education or GED equivalent required.

A minimum of five (5) years experience in the water construction field is required. 

Through knowledge of all materials, methods, tools and equipment used in a water distribution system. Able to read and understand construction blueprints, field book and written work orders. Knowledge regarding safety on the jobsite, as well as O.D.O.T. traffic control for construction and maintenance operations. Must be professional and able to properly explain to residents regarding all of our responsibilities and procedures. Must possess and maintain a valid State of Ohio Driver's License. All candidates for employment with the City of Youngstown must be residents of Mahoning County or an Ohio County that is adjacent to Mahoning County at time of hire.
