Position Summary:

Under limited supervision, the Construction Inspector performs technical inspections of various infrastructure and development construction projects to ensure compliance with approved plans, specifications, City standards, and applicable regulations. Monitors construction activities for quality, safety, and adherence to design requirements while supporting coordination between contractors, engineers, City staff, and the public.


Reporting Structure:

This position reports to the City Engineer and has no direct supervisory responsibilities.

Duties and Responsibilities

The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this class.


Construction Inspection & Compliance

  • Conducts inspections throughout all phases of public works and development projects, including, but not limited to, streets, water, wastewater, drainage systems, sidewalks, and right-of-way improvements 
  • Ensures construction activities comply with plans, specifications, City standards, and public safety regulatory requirements 
  • Monitors contractor workmanship, materials, construction methods, and verifies installation accuracy of infrastructure components 

Project Management & Communication

  • Coordinates with contractors, engineers, developers, and internal departments regarding project scheduling, progress, and issues 
  • Supports permit inspections and assists with utility location coordination as needed
  • Provides internal and external technical guidance on construction methods, sequencing, and safety practices 
  • Attends project meetings, plan reviews, and pre-construction discussions 
  • Responds to citizen inquiries and complaints related to construction activities in a respectful and timely manner 


Testing, Documentation & Reporting

  • Coordinates the testing of concrete, soils, water/sanitary sewer systems, and reviews and interprets testing results to ensure compliance with standards 
  • Maintains detailed records, including inspection reports, daily logs, photographs, and as-built documentation 
  • Measures and verifies quantities of materials and services from contractors; reviews pay estimates for accuracy and budget compliance
  • Documents deficiencies and ensures corrective actions are completed 

Project Closeout & Support

  • Assists with project closeout activities, including final approvals, inspections, and reports 
  • Provides feedback, recommendations, and areas of improvement 


Knowledge, Skills, and Abilities:

  • Knowledge of civil construction practices, materials, and inspection methods
  • Ability to read and interpret plans, blueprints, and technical specifications
  • Understanding of applicable codes, regulations, and safety standards
  • Strong attention to detail and ability to identify deficiencies or non-compliance
  • Effective communication and interpersonal skills for working with contractors, staff, and the public
  • Ability to maintain accurate records and prepare clear, concise reports
  • Ability to work independently and exercise sound judgment in the field
  • Perform other duties as assigned

Minimum Qualifications

Minimum Education, Training, and Experience:

  • High school diploma or GED 
  • Two (2) to four (4) years of experience in construction inspection, public works, or related field 
  • Valid Texas Driver’s License 

Preferred Qualifications

  • Experience in inspecting municipal infrastructure or capital improvement projects 
  • Relevant certifications such as TCEQ Water/Wastewater Licenses or related credentials 
  • Additional technical training in construction, engineering, or a related field 

Supplemental Information

Physical Requirements

  • Performs medium work, including lifting up to 50 pounds occasionally, 30 pounds frequently, and 10 pounds regularly 
  • Requires standing, walking, bending, and performing physical tasks in field environments 


Visual Requirements

  • Requires close and distance vision, including depth perception and visual acuity 
  • Ability to read documents, analyze data, and perform detailed visual inspections 
  • Ability to operate vehicles, equipment, and tools safely 
  • Ability to observe and assess work quality, accuracy, and overall site conditions 


Work Environment

  • Work is performed in both indoor and outdoor environments 
  • Regular exposure to extreme weather conditions, including heat and cold 
  • Exposure to loud noise, heavy equipment, traffic, and construction hazards 
  • May involve exposure to dust, fumes, chemicals, and other airborne particles 
  • Work may occur in confined spaces, trenches, or narrow areas
