Purpose Of Position

Ensure proper installation of public roads, curb and gutter, sidewalks, water mains, sewer mains, storm sewer systems, and any other public infrastructure in accordance with Texas Department of Transportation, Texas Commission on Environmental Quality and City of Tyler standards.  This position will also inspect the on-site construction for compliance with the approved plans.

Essential Functions

  • Inspection and testing of new water and sewer system construction, including, but not limited to, sewer main pressure test, ball test and mandrel test, manhole vacuum test, water main pressure test and bacteriological sampling, and density tests of ditch lines.
  • Inspection of new asphalt and concrete pavement construction, including, but not limited to, subgrade, base course, asphalt and concrete pavement, including, but not limited to, oversight of proof rolling, compaction, and asphalt and concrete testing.
  • Inspection of new storm sewer system construction, including on-site storm water facilities.
  • Inspection and testing oversight of new sidewalk construction.
  • Inspection of the utilities, grading and storm water facilities on the site to ensure compliance with the approved civil plans.
  • Review of test reports from geotechnical labs and water sample test results for compliance with applicable standards.
  • Must be able to operate a computer for preparing and submitting reports, use of H.T.E. software, email, and other reports and assignments as needed. Ability to use Microsoft Word, Excel and Outlook preferred.
  • Must be able to endure extremes of temperature seasonally; must be able to work in wet/humid conditions; must be able to work around respiratory hazards including fumes, gases, chemicals, dust and dirt commonly associated with construction sites
  • Must have good hearing and be able to work with ambient noise and vibration; be able to work safely around daily physical hazards.
  • Must be able to exert up to 20-pounds occasionally or 10-pounds frequently, and walk and/or stand to a significant degree.
  • Must be able to wear required Personal Protective Equipment (PPE) including, but not limited to, hard hat, safety vest, eye protection and hearing protection while on a construction site.
  • Other duties as assigned.


          OTHER JOB FUNCTIONS:
  • Coordinate with other agencies and utility owners such as TxDOT, Smith County, NETRMA, and Tyler
    ISD on issues related to private developments within the city limits and in the city’s extraterritorial
    jurisdiction (ETJ).
  • Performs other related duties as assigned
                                                                                                                                                                                                                  SKILLS, KNOWLEDGE AND ABILITIES:
  •  Must have knowledge of and experience applying relevant traffic, construction, utilities and other
    appropriate regulatory laws, ordinances, codes, standards and specifications.
  • Must have a thorough knowledge of plan reading and preparation.
  • Must be able to sit and stand 6 hours daily; bend, stoop, twist, turn, walk and kneel 2 hours daily; lift
    and carry up to 20 lbs. 2 hours daily; push and pull
     

Minimum Qualifications

Education and Experience: High School Diploma or GED required. Must have at least three (3) to five (5) years of experience in utility and street construction and/or inspection is required. TCEQ Water Class C or Wastewater Class III Certification, or the ability to obtain within one (1) year of hire, is also required. Must possess a valid Class “C” Texas Driver’s License with a clear driving record.  

Some college or advanced training preferred.
Experience with surveying and/or GPS equipment is preferred.

The City of Tyler will accept two years of relevant experience in place of each year of college required in the job description. Four years of relevant experience will be considered in place of an Associate’s Degree, and eight years of relevant experience will be considered in place of a Bachelor’s Degree. Any experience required in the Minimum qualifications is in addition to years of experience substituted for a degree.
