Job Summary

Carries out all responsibilities in accordance with clearly established departmental policies & procedures, City codes and ordinances, and state and federal regulations; exercises moderate judgement and initiative; interfaces extensively with external contractors and sub-contractors; frequently interfaces with City management, other City employees, and the general public. Ensure land development and construction projects comply with approved plans and generally accepted construction practices.

Essential Job Functions and Other Important Duties

  • Oversee and inspect subdivisions and capital improvement projects for compliance with City codes and ordinances and construction standards.
  • Direct and monitor street course density and moisture tests; prepare and maintain related inspection records.
  • Monitor water and wastewater pressure and leakage tests; prepare and maintain related inspection records.
  • Ensure the City Engineer/ Development Engineering Director is informed of/approves field changes as appropriate; document field changes for reference to as-built drawings.
  • May train and oversee less experienced Construction Inspectors, as requested by City Engineer/ Development Engineering Director.
  • Participate in amending or updating construction standards and standard details; remain current regarding developing trends and changes in federal, state, and local regulatory practices.
  • Assist City Engineer/ Development Engineering Director with preparing department budget and developing annual capital improvement plans: prepare construction cost estimates; provide information relating to field conditions of current previous construction projects; monitor monthly payouts.
  • Verify construction status and material quantities for City capital improvement projects and monthly payouts.
  • Make final field decisions on assigned jobs or make recommendations to City Engineer/ Development Engineering Director regarding field decisions.

Job Qualifications

Formal Education: High school diploma or equivalent.

Relatable Work Experience: 0-3 years’ experience.

Training (Licenses(s) and/or Certification(s): Valid Class C Texas driver’s license and good driving record, i.e. no more than 2 tickets in any year and no more than 1 ticket in any 3-month period.

Preferred Qualifications: College-level courses in construction technology or equivalent desirable.

Disclaimer: Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is define as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge, Skills, and Abilities Needed:

  • Knowledge of street, sidewalk and concrete construction methods, practices, and materials.
  • Knowledge of proper safety practices and procedures and regulations applicable to work being performed.
  • knowledge of word processing, spreadsheet, and database computer software.
  • Knowledge of road construction materials and heavy construction materials and methods, practices, and procedures.
  • Skill in utilizing a personal computer, associated software programs, including Windows and Microsoft Office applications.
  • Ability to establish and maintain professionally effective relationships with external public/vendors, internal management and non-management employees, and City and other government officials.
  • Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the City.
  • Ability to communicate clearly and effectively, both verbally and in writing, as well as strong time and task management skills.   
Environmental Factors and Other Physical Requirements:
  • Subject to sitting and standing to perform essential functions in an office environment; must lift up to 35 lbs.
  • Visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate office equipment.
  • Regularly scheduled for 5-day, 40-hour workweek, Monday through Friday; overtime occasionally required.
