Position Overview

This is a non-exempt position performing inspection and construction
oversight duties for the Engineering Department of the Grand River Dam
Authority as assigned by the Sr. Manager, T&D Engineering.

Supervision Received:

Reports directly to the Senior Project Manager. Works in conjunction
with other engineering staff for technical resources.

Supervised Personnel:

Normally does not supervise personnel. May assume specific temporary
supervisory duties for certain project functions and/or training
duties

Essential job functions include, but are not limited
to:

  • Inspects and/or verifies work of outside contractors concerning
    substation and/or transmission line construction projects.

  • Maintains records of contractor progress on assigned projects.
    Verifies contractor pay estimates based upon project completion
    levels.

  • Coordinates switching and line sectionalizing with GRDA dispatch
    center for contractor work.

  • Creates, organizes, and maintains records for assigned areas.
    Maintains records for completion of as-built drawings on assigned
    projects.

  • Assists in coordination of construction activities with
    landowners, contractors, and GRDA personnel.

  • Assists the Engineering Team in designs of substation and
    transmission projects with opinions on constructability as
    requested.

  • Assists in obtaining & verification of easements for
    substation and transmission projects.

  • Field checks easements to verify placement of equipment and
    encroachments. May be required to research easements to determine
    validity.

  • May assist in creating specifications, reviewing bid documents,
    and evaluation of bids received.

  • Assists in troubleshooting and provides technical advice during
    repair activities.

  • After-hours work may be required under normal and system
    emergency conditions.

  • Assists in preparation and upkeep of construction standards for
    transmission lines and substations.

Skills, Knowledge, Qualities:

  • Must have a working knowledge of electric utility equipment,
    materials, and construction practices involved in building and
    maintaining transmission lines and substations.

  • Functional competency with personal computers; prefer experience
    with Excel and Word.

  • Must be capable of methodical analysis of technical
    problems.

  • Familiarity with lockout tag-out (clearance) procedures.

  • Must be familiar with safety practices involved in working around
    energized high voltage equipment within substations, distribution
    systems, and customer electrical systems.

  • Must be comfortable dealing with customers and contractors in a
    one-on-one atmosphere and have demonstrated good communications
    skills.

Education, Training, Experience:

  • High school education or GED.

  • Journeyman level of experience as an electric utility lineman or
    in a substation maintenance or relay technician position.

  • Minimum of four years experience in line and/or substation
    construction.

  • Prefer applicant who has had working experience in an electric
    utility environment in and around high voltage equipment.

Certificates, Registrations, Licenses:

  • Valid Oklahoma driver’s license, or the ability to convert within
    30 days for those with an out of state driver’s license that are an
    Oklahoma resident.

Physical/Mental Requirements & Working
Conditions:

  • Must be able to walk, climb stairs, and work from ladders and
    elevated platforms. Must not have a fear of heights, confined spaces, or
    working around high voltage equipment.

  • Ability to lift, move, and carry weights of up to 50 lb. on an
    irregular basis.

  • Must possess mental, visual, and auditory acuity for attention to
    visual and auditory detail. Manual dexterity is required for the
    operation of test equipment, tools, and computers.

  • Work is performed mainly outdoors in all types of
    weather.

  • Emergency work may be performed outdoors and/or indoors in a high
    noise/high temperature environment with possible work in confined
    spaces.

  • Emergency repair assistance work may be required during inclement
    weather and at any time in any season.

Other information:

  • Position is located at the Transmission headquarters near Pryor,
    Oklahoma. Specific work sites and substation locations exist throughout
    the northeastern quarter of Oklahoma and/or other locations, as
    assigned.
