SUMMARY: Performs complex sub-professional work in the Utility Division such as public services construction project inspections, review plans and specifications for public services construction projects, communicate the City's desire to contractors and the general public and assist the public.

Essential Duties & Responsibilities

ESSENTIAL DUTIES and RESPONSIBILITIES include the following. Other duties may be assigned.
 
Oversee major construction projects, ensuring appropriate documentation, quality assurance/quality control management and an ability to act as a liaison between contractors and the City.
 
Performs city inspections on public works capital construction projects.
 
Assist in the development of public works capital construction projects. Work with the City Engineer and/or consultant to prepare plans and specifications for the construction of the project. Supervise the project beginning with the bidding phase through final payment. Complete the necessary paperwork for the project using Microsoft Word and Excel. Meets and confers with City Officials, contractors, and the public on all aspects of the project.
 
Assist the Community Development Department in conducting simple engineering surveys utilizing Trimble GPS equipment.
 
Assist in the drafting and preparation of maps and drawings for use by other personnel and contractors. Methods of preparing these documents may involve conventional drafting techniques and/or computer-aided drafting (CADD) software.
 
Assist the Community Development Department on inspections dealing with public services.
 
SUPERVISORY RESPONSIBILITIES: Exercises supervision over personnel as assigned.
 
SUPERVISION RECEIVED: Works under the general supervision of the Utility Division Manager.

Qualification Requirements

QUALIFICATION REQUIREMENTS: to perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE; High school diploma or general education degree (GED); five years progressive engineering technician experience involving surveying, drafting, CADD equipment, and public works project inspection; or equivalent combination of education and experience.
 
LANGUAGE SKILLS: Ability to read and interpret general business periodicals, professional journals, technical procedures, technical specifications, or governmental regulations. Ability to write reports, business correspondence, and specifications. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
 
MATHEMATICAL SKILLS: Ability work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
 
REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret and extensive variety of technical instructions in mathematical and diagram form and deal with several abstract and concrete variables.

Supplemental Information

OTHER REQUIRED KNOWLEDGE, SKILLS, and ABILITIES: Thorough knowledge of engineering algebra, geometry, and trigonometry; thorough knowledge of drafting principles and practices involved in the preparation of plans and drawings; thorough knowledge of elementary practices and materials used in construction; ability to follow standard safety practices and procedures common to construction and maintenance work; ability to operate GPS surveying equipment, preferable Trimble; ability to operate CADD equipment; working knowledge of Microsoft Office software and computers, including Microsoft Word and Excel.
 
CERTIFICATES, LICENSES, REGISTRATIONS: Must possess a valid Wyoming Commercial Driver's License of required status or must be able to obtain in 180 days after date of employment; ability to be insured under the City's municipal automobile insurance policy coverage, must be at least 18 years of age.

An employee is occasionally required to work overtime hours.
