Description
  • Monitor cleared and un-cleared workers during designated phases of construction.
  • Inspect material, equipment and furnishings designated for use within Secure Areas of a construction site utilizing x-ray machines, metal detectors, visual or other approved methods.
  • Read and analyze designs and blueprints and recognize the architect's intended use -- CSTs shall be capable of analyzing designs and structural complexities, which are intended to mask an ulterior purpose not wanted by the architect. The Contractor shall test CST candidates for this qualification and provide proof of expertise, to include prior work experience involving design analysis and familiarity with reading blueprints to determine architect's vision, prior to commencement of work.
  • Assist in the random selection of materials required for construction and installation in secure areas and areas contiguous to the secure space.
  • Maintain detailed daily logs during their shift; logs are to be submitted to their supervisor who will review them for accuracy and present them to the SSM.
  • Utilize varied means of inspection to include, but not limited to, metal detectors, x-ray machines, Non-Linear Junction Detectors, and visual/physical examination of materials for clandestine technical devices.
  • May partner with or be used in lieu of a Grade 3 Inspection Specialist, depending on the complexity of the work needed at a given site/time.


Requirements

Qualifications
Ā 

  • Completion of a recognized Construction Surveillance Course, such as the SE-630, sponsored by Department of State.
  • Have experience commensurate with the grade in at least one of the following areas of expertise:
  • Construction security surveillance.
  • Active Top Secret Clearance
  • Technical surveillance countermeasures.
  • Industrial or government security involving counterintelligence.
  • Construction quality assurance.
  • Hands-on supervisory construction experience.
  • Be knowledgeable of the principles of all construction disciplines, to include Civil, Architectural, and Mechanical, Electrical, and Electronic Engineering.
  • Have knowledge of technical surveillance countermeasures, construction principles and devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.
