SUMMARY OF POSITION
Under general supervision, the Construction Technician performs a variety of duties and tasks including maintaining records, reports, test results, files and construction plans. This position also provides responsible and complex office and field technical support, tracks status of Land Development and Capital Improvement Projects (CIP), inputs information into project land management database, coordinates information with other City departments, provides Engineering information in response to inquiries from the general public, contractors, and outside agencies, assists walk-in and handles phone requests in support of the Engineering Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Coordinates and monitors the status of engineering plans and product submittals for review through the EnerGov application. 
  • Downloads and uploads submittals in accordance with the structure and usage of the department’s filing system process.
  • Reviews submitted documents for accuracy and completeness.
  • Assists consulting engineers, developers, and contractors with inquiries regarding the development of public improvements including assistance with the engineering design manual construction standard details, and construction specifications. 
  • Assist consulting engineers, developers, and contractors in utilizing the Customer Self Service portal for application of permits and submittal of all required development and construction documentation.
  • Responds to requests for assistance and information from walk-in and telephone inquiries and directs public to appropriate departments and staff. 
  • Identifies projects which are being delayed and works with appropriate staff to identify solutions so that projects move forward in a timely manner.
  • Provides permit approval information to developers, contractors, engineers, and other City departments.
  • Assists engineers and contractors with the application for (for Land Development assignment) and issuance of (for Construction Inspection assignment) development permits.
  • Assists consulting engineers, developers, and contractors in the submittal and release of approved engineering plans and Notice of Intent/Construction Site Notice (NOI/CSN).
  • Archives all final accepted projects in accordance with department and City policy.
  • Researches and maintains a variety of engineering records including planning & zoning records, flood studies, and CIP project files. 
  • Serves as Records Retention liaison for the Engineering Department.
  • Responds to open records requests and provides record drawings to public. 
  • Utilizes permitting system, project management software, mapping software, network filing system, and dashboards to gather data and generate a variety of engineering and construction reports as needed. 
  • Maintains, updates, and retrieves information from engineering services department database & project database as needed. 
  • Attends and participates in a variety of meetings. 
  • Coordinates work flow of development projects with other City departments.
  • Completes special projects as assigned. 

When Assigned to Land Development
  • Assists the land development staff in receiving engineering plans, development agreements, easements, and other similar documents and distributes to the appropriate parties for review. 
  • Assists land acquisition staff with receiving, processing, and filing of right-of-way and easement documents, including filing with the County Clerk. 
  • Prepares meeting agendas, executive summaries, project reports, public notices, and other documents. 
  • Prepares maps utilizing Geographic Information System (GIS) data and software. 

OTHER JOB FUNCTIONS:

  • Skill in enforcing applicable Federal, State and City construction codes and ordinances. 
  • Skill in use of computers and related equipment, hardware and software, preferably with the EnerGov Land Management application.

Required Qualifications

MINIMUM QUALIFICATIONS
Any work related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute.

High School Diploma or GED, supplemented by college level course work or vocational training in engineering project management, civil engineering, or related field.

PREFERRED QUALIFICATIONS
Experience working in an Engineering or Construction Department preferred.  Experience working with EnerGov Land Management Software preferred.

CONDITIONS OF EMPLOYMENT

  • Must pass a drug screen and background check.
  • Must have Class C Texas Driver’s License

PHYSICAL DEMANDS
Frequent sitting, talking and hearing (over two-thirds of the time); Rarely stand, walk, use hands to touch, handle or feel objects; climb or balance, stoop, kneel, crouch or crawl, lift or exert force up to 25 pounds.

WORK ENVIRONMENT
Work is performed in an office environment.
