Summary Statement

Manages programs and projects in the engineering division with emphasis on process controls and SCADA. Responsible for the planning, design, construction management and implementation of small to medium sized projects at the water renewal facilities and throughout the city. Provides complex technical assistance to staff regarding optimum operations of processes, equipment and maintenance. This position works under general direction.

Essential Functions

Coordinates day-to-day work, delegates tasks and sets deadlines for the assigned team. Provides guidance, direction and support for training and reviews work. Ensures effective collaboration with other teams. Listens to team members’ input and feedback and resolves any issues or conflicts. 

Develops scopes for control system projects based on needs throughout the city. Serves as project manager/technical leader for process instrumentation and controls systems projects providing design, build, programming, construction support and commissioning and startup activities, as required. 

Assists operations and maintenance staff with operations, troubleshooting, repairs and installations. Assists staff in planning modifications to plant process control network. Coordinates with IT regarding control systems security, hardware, access for contractors and troubleshooting network issues. Directs efforts to research new and developing programs that can be utilized throughout the division for process control and monitoring purposes. 

Reviews engineering and process expansion plans for plant modifications, to ensure consistency of integration control schemes and monitors compliance with established plant standards and related documentation. Participates in control system commissioning and validation process.

Requirements

Required Knowledge, Experience, And Training

  • High school diploma or equivalent and
  • 9 years of experience in instrumentation or related trade certification including experience installing, repairing and maintaining industrial instrumentation and control systems and programming and connecting Wonderware SCADA software (System Platform Galaxy and WWHistorian), Allen Bradley PLCs and VFDs, or
  • an equivalent combination of education and/or experience.

Knowledge of:
  •  standard practices, materials, tools and equipment used in process control systems;
  • programming techniques and software used in PLC, SCADA and HMI systems; 
  • systems analysis and design; 
  • electronics, instrumentation design and calibration; 
  • pumps, motors and hydraulic systems;
  •  Microsoft Office software (Word, Excel, PowerPoint, etc.); SQL database software and AutoCAD drawing software; 
  • theory, principles and practices of engineering design;
  •  principles, modern techniques and equipment used in design, construction, and maintenance of various public works projects; 
  • engineering theory and practice relating to design, operation and maintenance of computer based control systems communication; 
  • analog and digital instrumentation; and 
  • engineering theory and practice relating to SCADA systems planning and development.

Ability to:;
  •  develop, implement, troubleshoot, maintain and effectively utilize PLC systems (Rockwell ControlLogix5000), Ethernet communications in conjunction with VFD’s, I/O racks and peripheral Ethernet equipment and HMI software (Wonderware Aerchestra 2017, Historian and Dreamworks); 
  • detect and define obscure problems and propose feasible, cost-effective solutions; read, edit and interpret typical electronic schematics, P&ID’s, IO Lists, flow charts and other programming documentation; 
  • use excellent record keeping and writing abilities; 
  • present information effectively in individual and group settings; 
  • maintain required certifications; 
  • understand and comply with all rules, policies and regulations; communicate effectively in the English language at a level necessary for efficient job performance; and 
  • perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation. .

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training
Associate's degree or higher in a closely related engineering field with twelve years of experience developing instrumentation, control systems and programming, automated control and instrumentation equipment including installation, calibration and repair of said equipment; working with PLCs to include wiring automated controls and instrumentation and troubleshooting equipment; using PLC monitoring programs as well as programming PLC and HMI applications; proficient using AutoCAD to create and edit electronic drawing files.

Experience working in a Class IV wastewater treatment facility.

Wastewater Operator Class I License or equivalent experience in wastewater operations.

Licensing And Other Requirements

Valid state-issued driver's license.

Physical Efforts
While performing the duties of this job the employee is frequently lifting/carrying up to 10 pounds and occasionally lifting/carrying up to 35 pounds. Also, the employee is always pushing/pulling up to 20 pounds and frequently pushing/pulling up to 35 pounds. The noise level is rarely moderate. Work includes sensory ability to talk, hear and touch. Work in this position also includes close vision. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach and grasp. Position requires hand/finger dexterity.Additional physical efforts include: ability to work on equipment that can only be reached from ladders and lift equipment..

Working Environment
The work environment will include inside conditions, outdoor weather conditions, areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical and electrical hazards, work in/at heights and confined spaces. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria, bodily fluids and chemicals. slip hazards caused from ice/snow in winter, wet floors in washdown areas, grease, wet polymer in dewatering areas, wasps, spiders and mosquitoes.
This position works: reports to facility in case of emergencies and may work a rotating on-call schedule.
