Primary Purpose:

To direct and manage the district’s maintenance, construction, HVAC, energy management, and asbestos compliance operations. Ensure all district facilities are maintained in a safe, functional, and attractive condition that supports student learning and staff productivity. Provide leadership and technical support for in-house projects, bond-funded construction, preventive maintenance, and regulatory compliance. Oversee the district’s Asbestos Management Plan and coordinate required training and documentation.

 

Qualifications:

Education/Certification:

Bachelor’s degree in construction management, engineering, facilities management, or a related field preferred; equivalent experience accepted

Clear and valid Texas driver’s license

AHERA Designated Person Certification (preferred or must be obtained within 12 months of hire)

 

Special Knowledge/Skills:

Strong knowledge of facility maintenance, construction, and energy systems

Familiarity with AHERA regulations and asbestos inspection and management procedures

Ability to read blueprints, schematics, and specifications

Experience in HVAC operations and building automation controls

Knowledge of state/local building codes and OSHA safety regulations

Strong leadership, project management, and organizational skills

Bilingual (Spanish), preferred

 

Experiences:

Minimum of 3 years of supervisory experience in facility maintenance and construction

Experience in HVAC systems, energy management, or public sector capital projects preferred

 

Major Responsibilities and Duties:

Maintenance & Facility Operations

  1. Direct and manage district-wide building maintenance, HVAC, grounds, and warehouse operations.
  2. Develop and maintain procedures for equipment care, maintenance, safety, and repairs.
  3. Manage work orders and ensure timely and efficient response through CMMS or district tracking system.
  4. Conduct scheduled inspections of facilities and address deficiencies promptly.
  5. Lead implementation of preventive maintenance programs for critical infrastructure and equipment.

Construction & Bond Program Support

  1. Assist the Executive Director of Bond Management & Facilities with oversight of bond construction projects, from design to completion.
  2. Participate in plan reviews, project coordination meetings, and contractor evaluations.
  3. Conduct site inspections to monitor progress, workmanship, and compliance with safety and code standards.
  4. Represent the maintenance department in bond-related meetings with architects, engineers, and consultants.
  5. Manage in-house construction and renovation projects, including budgeting, scheduling, and quality assurance.

Asbestos Management

  1. Oversee the district’s Asbestos Management Plan in compliance with AHERA regulations.
  2. Coordinate required inspections, re-inspections, and abatement-related documentation.
  3. Maintain asbestos records, building profiles, and regulatory reports in an accessible and compliant format.
  4. Provide annual asbestos awareness training to all maintenance staff, including response protocols and safe work practices.

Energy Management

  1. Implement energy-saving strategies using building automation controls and HVAC optimization.
  2. Analyze energy use data and propose modifications for efficiency improvements.
  3. Oversee HVAC system upgrades and coordinate repair and replacement schedules.

 

Budget and Inventory Management

 

  1. Develop and manage department budgets aligned with district and operational goals.
  2. Approve expenditures, oversee purchasing, and maintain appropriate inventory levels.
  1. Monitor vendor performance and procurement compliance for maintenance-related goods and services.
  2. Recommend equipment replacement and coordinate surplus disposal processes.

Personnel Management & Staff Development

  1. Supervise and evaluate maintenance, HVAC, grounds, warehouse, and construction personnel.
  2. Assign and monitor work, ensuring tasks are completed effectively and safely.
  3. Provide annual safety and procedural training for all maintenance staff.
  4. Participate in recruitment, onboarding, performance reviews, and recommendations for staffing decisions.

Safety and Regulatory Compliance

  1. Enforce safety protocols across all operational areas in accordance with OSHA, ADA, and district standards.
  2. Maintain documentation for safety inspections, training attendance, and regulatory compliance.
  3. Ensure tools, equipment, and systems are operated in accordance with established safety procedures.
  4. Lead or assist in district emergency response, disaster recovery, and after-hours support as needed.

Administrative and Collaborative Duties

  1. Maintain all required records, logs, compliance documents, and reports for internal and external audits.
  2. Collaborate with principals, central office administrators, and community partners to support facility needs.
  3. Provide updates and reports to executive leadership, the school board, and relevant stakeholders.
  4. Promote effective teamwork, professionalism, and communication across departments.
  5. Perform other duties as assigned by the Executive Director or Superintendent’s Designee.

Other

  1. Perform disaster duty when needed.
  2. Attend professional growth activities to keep abreast of innovative techniques in maintenance operations.
  3. Work irregular hours and respond to after-hour emergency calls as needed.
  4. Promote teamwork and interaction with fellow staff members.
  5. Other duties as assigned by administration.
