POSITION SUMMARY

Glass Roots Construction (GRC) is seeking a dynamic and experienced leader to help establish and grow its construction operations, with an initial focus on fiber optic network projects in the Texas region. Reporting directly to the Vice President of GRC, this role will play a critical part in building the company’s underground and aerial utility construction capabilities from the ground up.

The ideal candidate will have a proven track record of successfully leading high-performing construction teams, particularly within the fiber optic sector. This role will be responsible for overseeing all facets of GRC’s construction operations in Texas, including hiring and training personnel, managing daily field operations, ensuring compliance with health and safety standards, overseeing equipment and materials procurement, and driving crew productivity.

In addition to operational responsibilities, the successful candidate will be expected to contribute to business development efforts—identifying new opportunities, building client relationships, and supporting the company’s geographic and market expansion initiatives.

ROLE AND RESPONSIBILITIES

Key responsibilities include:

• Supervisory responsibility and leadership of construction crews, with a focus on cost management, production and safety.
• Hire & train construction crews and support staff consistent with project workload
• Provide detailed production forecast and updates to GRC/Vero project management team
• Maintain accurate production statuses and statistics in Vero’s proprietary project management platform
• Ensure compliance with all environmental, cultural, biological and permit requirements
• Management  materials procurement & inventory
• Develop cost-effective solutions for traffic control, trenching, hard surface restoration, hazmat removal, and other outsourced needs
• Develop and track key performance indicators (KPIs) for the construction business
• Oversee health & safety programs, ensuring compliance with state/local/DOT/OSHA reqs.
• Preventive and emergency maintenance of Vero’s network assets in the Arcata/Eureka area, including utility locates, route drives, damage prevention and repairs
• Requires in-market presence of at least 75% of work days

QUALIFICATIONS AND EDUCATION REQUIREMENTS

• 5+ years of experience in upper management, overseeing operations, construction, and cross-functional teams in telecommunications infrastructure
• 5+ years of experience managing underground fiber optic construction crews (aerial construction experience is a plus)
• 3+ years of direct management experience in fiber optic construction, including Outside Plant (OSP) and Inside Plant (ISP) environments
• Demonstrated ability to develop, forecast, and meet production goals for large-scale underground and ISP construction projects
• In-depth knowledge of OSP and ISP construction techniques, industry standards, and best practices
• Strong leadership skills with the ability to effectively manage and earn the respect of field and operations teams
• Proven ability to collaborate with permitting agencies, DOT/OSHA inspectors, and other regulatory or project stakeholders

Requirements:

• A valid driver’s license is required for all positions.
• Travel Required: Local Travel (~25%)

$120,000 - $150,000 Annually
