This role provides senior-level project controls and business analysis support for complex programs. The Lead Business Analyst leads the development, implementation, and maintenance of project controls, financial analysis, estimating applications, and integrated planning processes across the project lifecycle. The position serves as a functional leader responsible for cost, schedule, resource planning, and system coordination across multiple stakeholders.
Lead development and execution of total Project Controls programs across major work scopes
Establish baseline plans, milestone schedules, work breakdown structures, and spend plans
Analyze cost and schedule performance, identify variances, and recommend mitigation strategies
Provide technical leadership for integrated multi-project analysis and corrective actions
Maintain working knowledge of site business systems and automated cost, scheduling, and estimating tools
Lead cost reviews and schedule meetings and present financial data to senior leadership
Supervise, train, mentor, and evaluate Project Controls personnel
Develop and deliver training on Project Controls systems and methodologies
Coordinate logistics, onboarding, system access, and project resources for enterprise application initiatives
Support testing, configuration review, and implementation activities for enterprise project management modules
Coordinate communication between project teams and stakeholders across classified and non-classified environments
Oversee planning and execution of testing prior to go-live phases and ensure issue resolution and retesting
Education & Experience
Master's degree in business, construction management, technical, engineering, or related field with 8 years of experience, OR
Bachelor's degree with 10 years of experience, OR
Associate's degree with 13 years of experience, OR
High school diploma with 17 years of relevant experience
Experience / Skills
Strong computer skills
Expert proficiency in automated accounting, cost management, scheduling, and estimating systems
Significant experience with site business systems
Security
Ability to obtain and maintain a DOE Q clearance
Prior DOE clearance (L or Q) within the past two years
BS in Engineering or Business Administration
Working knowledge of Ideagen / DevonWay iCAS EPS, Issues Management, and related modules
Experience reviewing and approving purchase requisitions
Experience supporting enterprise system implementation, testing, and training
Standard 40-hour work week. Multiple schedules may be utilized including 5/8s, 4/10s, or 9/80. Overtime may be required to meet deliverables.
