EGS is seeking a Lead Nuclear Accountability Specialist to support Nuclear Material Control and Accountability (NMC&A) programs at the Savannah River Site. This position provides leadership and oversight for nuclear material accounting systems, program effectiveness activities, and compliance initiatives supporting DOE nuclear operations.

Duties

Lead the Nuclear Material Control and Accountability (NMC&A) Programs Topical Area including the Site NNMC&A Plan, material control topics, performance testing, self-assessments, and the Site NMC&A System Effectiveness Plan.

Provide oversight for Manual 14Q procedures including reviews, revisions, and approvals.

Issue the Annual NMC&A System Effectiveness Report.

Serve as designee and issue analysis lead for all NMC&A STAR records.

Use the System Effectiveness Plan to develop new Lines of Inquiry (LOIs) annually for NMC&A self-assessment cards.

Approve NMC&A self-assessment cards.

Monitor anomalies and document findings within the System Effectiveness Plan.

Perform performance testing of NMC&A systems.

Develop and approve performance tests.

Create, coordinate, approve, and act as controller for Enterprise Assessment combined limited notice performance tests.

Serve as NMC&A Training Subject Matter Expert responsible for creating, maintaining, revising, and approving SRNS NMC&A courses and teaching SRNS and NTC classes.

Assist management with budget projections.

Perform Management Field Observations.

Develop NMC&A strategies supporting new site missions.

Assist the Classification Office with NMC&A topics.

Support the Vulnerability Assessment Team with security risk assessments and roll-up categorization issues.

Serve as backup Site Shipping and Receiving Coordinator.

Act as subject matter expert and contact for the International Atomic Energy Agency.

Approve purchase requisitions.

Provide feedback and recommendations to management on work group performance including training, discipline, promotion, and demotion considerations.

May provide relief for or represent the next immediate level of management.

Additional Duties

Lead development and communication of functional requirements for nuclear material accounting software integration with other data management systems used in nuclear operational environments.

Lead testing and evaluation periods for nuclear material accounting software deployments in project facilities.

Serve as subject matter expert on nuclear material accounting software and Nuclear Material Control and Accountability processes at Savannah River Site.

Work Schedule

Work schedules may include 5/8s, 4/10s, or 9/80s depending on program needs. Each workday includes a 30-minute lunch period. Overtime may be required at management discretion to meet deliverables.

This position is part-time with up to 1,300 hours per year.


Required Qualifications

Education

Bachelor's degree in a technical or business field is required.

Concentration in accounting preferred with twelve years of accounting or nuclear inventory experience.

An advanced degree such as MBA or MS may substitute with two years of relevant experience.

Eight years of Material Control and Accountability experience may substitute for the bachelor's degree requirement.

Comprehensive knowledge of accounting, chemistry, and physics as applied to tracking nuclear material.

General knowledge of nuclear material measurement techniques.

Strong computer proficiency including spreadsheets and analysis of complex issues.

Understanding of DOE nuclear material accounting systems and reporting requirements.

Other Required Qualifications

Candidate must be able to obtain and maintain a DOE Q security clearance. An active clearance is not required initially but may be required after award based on work assignments.

Preferred Qualifications

CPA preferred.

QMF or SQL training preferred.

Significant experience with Nuclear Material Control and Accountability at a DOE or NNSA site.

Experience with Local Area Nuclear Material Accounting Software (LANMAS) performing day-to-day accounting.

Familiarity with Savannah River Site nuclear material accounting practices.

Experience developing software functional requirements.
