Position Overview
Thompson Engineering is seeking a licensed Electrical Engineer (P.E.) to serve as a Project Engineer supporting large-scale construction and infrastructure projects on military installations in and around Huntsville. This role focuses on construction engineering support, design review, quality oversight, and technical coordination with federal clients and contractors.
The selected candidate will provide engineering expertise, contract interpretation, and technical recommendations to the Contracting Officer's Representative (COR) to ensure projects meet design intent, contract specifications, and federal standards. This position involves significant coordination with contractors, government personnel, and design teams and may require occasional holiday or nighttime work depending on project demands.
Key Responsibilities
Project Engineering & Construction Oversight

Review contractor quality management and quality control procedures for large military installation projects and report findings to the COR.

Review contractor submittals and provide recommendations regarding acceptability; provide written comments to the COR as required by contract clauses.

Evaluate construction deficiencies, contract compliance issues, and project risks that may impact schedule or execution and provide written recommendations and draft correspondence to the COR regarding corrective actions.
Contract & Technical Review

Review Requests for Equitable Adjustment (REAs), project issues, and contractor claims to determine contract basis and entitlement; provide recommendations and supporting documentation to the COR.

Provide technical interpretations of drawings and specifications, ensuring contractor methods and materials comply with contract requirements.

Review contractor records of work completed and materials utilized and report findings to the COR.
Design & Constructability Review

Evaluate project plans and specifications for constructability, practicality, and potential construction challenges such as physical obstructions or material availability.

Provide written comments and recommendations to the COR.

Perform pre-award Biddability, Constructability, Operability, Environmental, and Sustainability (BCOES) reviews and design package reviews supporting Design-Build contracts.
Project Coordination & Reporting

Utilize the Resident Management System (RMS) to prepare and submit project reporting information in accordance with District and Area Office protocols.

Review and provide technical recommendations for Requests for Information (RFIs) submitted by contractors.

Attend project coordination meetings associated with major federal construction programs, including rebuilding initiatives and other government-led infrastructure efforts.
Additional Responsibilities

Participate in meetings with contractors, designers, and government stakeholders.

Support construction oversight efforts during nighttime or holiday work periods when required.
Required Qualifications

Bachelor's Degree in Electrical Engineering from an accredited institution.

Professional Engineer (P.E.) license (required).

5+ years of experience in electrical engineering, construction engineering, or design review.

Experience reviewing construction submittals, RFIs, plans, and specifications.

Familiarity with federal construction contracts, specifications, and project management procedures.

Strong technical writing and communication skills for preparing reports and recommendations.
Preferred Qualifications

Experience supporting Department of Defense (DoD) or federal construction projects.

Familiarity with USACE construction processes and the Resident Management System (RMS).

Experience with Design-Build project delivery and BCOES reviews.

Background working on large infrastructure or military installation projects.
