General Summary:
This position will provide for overseeing, and management of the resources and activities of personnel engaged in the construction of capital and operating projects for the Agency. The Manager will be responsible for providing oversight and direction for the On-Call Construction Services program, supervision of salaried employees, and operating/capital contract expenditures.
Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Oversees the design and construction of DART capital and operating projects.
- Interviews, selects, develops, supervises, directs, evaluates, counsels, and if necessary, recommends termination of subordinate personnel in accordance with established policies, procedures, and guidelines to include Equal Employment Opportunity and Affirmative Action (EEO/AA) programs and goals and objectives.
- Assists Operations facility teams in troubleshooting facility and systems structural, electrical, pneumatic, mechanical systems, sub-systems, and components to isolate causes of failure and to develop and document equipment configuration changes when required.
- Directs and oversees the On-Call Construction Services contract.
- Acts as a resource to and a liaison between division and various DART departments, as well as with external contacts.
- Ensures adherence to written procedures for contract management.
- Prepares a variety of reports for executive and senior management review.
- Makes formal presentations to staff, consultants, government entities, and other related parties, as required to communicate related project performance.
- Performs other related duties as assigned.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
- Bachelorβs degree from an accredited college or university in Mechanical Engineering, Civil Engineering, Electrical Engineering, Construction Management, or related field.
- Seven (7) years progressively responsible experience in facilities and systems, project management and technical support to include a minimum of three (3) years supervising engineering/construction staff in maintenance technical support, and project management roles.
- Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
- Proficiency on PC and knowledgeable of software applications including the Microsoft Office suites of programs.
- Analytical and creative skills to find solutions to complex interpersonal, technical, and administrative problems.
- Ability to write clearly and succinctly in a variety of communication settings and styles.
- Ability to be dedicated to meeting the expectations and requirements of internal and external customers.
- Ability to blend people into teams when needed; creates strong morale and spirit in their team: shares wins and successes; defines success in terms of whole team.
- Ability to scope out length and difficulty of tasks and projects, measures performance against goals

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
