Position Overview

Performs highly skilled work that supports the standards of operation and maintenance for the Agency. Position participates in development of SOPs, planning functions and establishing quality assurance /control mechanisms.
Position requires extensive knowledge of the theory, principles and practices of the operation and maintenance of water treatment plants and wellfields, and other source water supplies, including the interrelationship between well pumps, plant pumps, treatment equipment and controls.
Position requires considerable written, oral, computer communication and analytical skills. Performance is evaluated through periodic conferences, reports and the administrative review process.

Water Production Roles:

  1. Serves as a support to staff in: 
    1. Researching methods for improving the Agency in support of the mission, vision and values.
    2. Developing and reviewing Agency plans and improvements that support the Agency mission, vision and values. 
    3. Engineering, Operations, Construction, and other departments as requested.

Essential Functions

  • Participates and assists in shutdowns, repairs, and restart work undertaken by Agency employees and by contracted companies to improve and restore Agency infrastructure capabilities.  
  • Assists in the development of startup, transfer and shutdown plans for water plants and pipelines.
  • Assist operations with necessary reporting tasks such as annual meter run, FDEP inspections as well as bacteriological sample collections, setup and confirmation.
  • Performs routine and non-routine adjustment, troubleshooting and repair of equipment that is of a highly technical nature.
  • Accepts fuel and chemical deliveries, as needed, and participates in chemical spill response and clean-up activities.
  • Inspects water treatment plants, booster stations, wellfield equipment and machinery to determine that all machinery is operating properly.
  • Identifies and repairs operational and mechanical deficiencies and malfunctions in the operating systems.
  • Performs underground utility locates. 
  • Performs custodial activities in maintaining buildings and grounds.
  • Attends and participates in Agency safety training program and maintains proficiency with respirator use, CPR and first aid, forklift and manlift safety, confined space procedures, electrical safe work practices, lockout/tagout procedures, chemical safe handling and personal protective equipment (PPE) use, trenching and shoring procedures, and traffic safety.
  • Takes corrective action, as directed, to insure the consistent delivery of quality water according to all State and federal regulations and contractual requirements.
  • Communicates effectively with staff of member governments and Agency management personnel.
  • Uses Computerized Maintenance Management Software (CMMS) system to document corrective and preventative maintenance on all equipment.
  • Participates in cross training program, as requested.
  • Completes work according to guidelines provided by the Scheduler/Planner when applicable. 
  • Completes work in support of meeting department and team performance indicators and measures.
  • Participates in on-call program is required (after manager approval).
  • Observes Safety Policies and Procedures in accordance with the Agency Safety Program
  • Performs related work as directed.

Disaster Service Worker: Employees of Tampa Bay Water are, by State and Federal law, Disaster Service Workers. In the event of a declaration of emergency, any employee may be assigned activities that promote the protection of public health and safety or the preservation of lives and property, either at the Agency or within the local or their own community.
 

Minimum Qualifications

MINIMUM TRAINING AND EXPERIENCE:

  • Two (2) years of industrial mechanical maintenance experience, preferably in water infrastructure maintenance; OR an equivalent or greater combination of education, training and experience in industrial mechanical maintenance, preferably in water infrastructure maintenance, which demonstrates exceptional skills and knowledge.
  • A working knowledge of FAC 62-555 Permitting, Construction, Operation and Maintenance of Public Water Systems to be further developed with time.
  • Must have working knowledge of basic computer skills, with experience utilizing spreadsheets and databases to enter and maintain information related to maintenance operations.

EDUCATION REQUIRED:
  • High school diploma, GED, vocational or trade school certifications

REQUIRED LICENSES AND CERTIFICATIONS:
  • Valid driver’s license

Preferred Licenses and Certifications:
  • FDEP/NELAC certification for coliform testing and water sampling

REQUIRED WITHIN ONE YEAR OF START DATE:
  • FDEP recognized backflow tester certification 
  • FDEP recognized backflow repairer certification 
  • FDEP Level 3 Distribution System Operator License 
  • CPR and first aid training and certification
  • Confined space training 
  • Electrical Safe Work Practices (ESWP) training
  • Lock out/tag out training
  • Trenching and shoring training
  • Arc flash training
  • Chemical safe handling and PPE use
  • OSHA Haz-Woper 24-hr certification

MINIMUM STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:
Physical Abilities: Tasks involve the ability to exert medium physical effort which may involve some lifting, carrying, pushing and/or pulling of objects, and materials of medium weight (30-50 pounds).  Tasks may involve extended periods of time at a keyboard or work station.
Sensory Abilities: Some tasks require visual and auditory perception and discrimination.
Environmental Requirements: Tasks are regularly performed without exposure to hazardous environmental conditions, equipment and work environments.  Some tasks are completed in hazardous indoor work environments that will be posted or designated and employees are required to comply with all applicable safety requirements while working in those designated areas. Some tasks are completed outdoors where employees may be exposed to physical hazards characteristic of an outdoor work environment.
