GENERAL DESCRIPTION:  


This supervisor position will provide support to the State Construction Department (SCD) by being responsible for leading and supervising day-to-day planning activities, and annual facility planning, providing oversight of the facility condition assessment and enrollment projections, and prioritizing department tasks to support the SCD Administrators and fulfill the agency's responsibilities and goals through fair and equitable processes. This support would also involve becoming a subject matter expert in the assigned areas, assisting with problem-solving, and providing educated opinions on the implementation and workings of the planning team. The supervisor needs to incorporate state statutes, policies, methodologies, rules, regulations, and procedures into the daily activities of the planning program by collaborating with staff, commissions, school districts, and state agencies. 

The Planning Supervisor leads and manages the organization's planning processes, ensuring effective coordination, resource allocation, communication, and timely execution of projects and operations. This role involves leading a team of planners, monitoring progress, and implementing continuous improvements to meet organizational goals. The ideal candidate will possess strong leadership, strategic thinking, and problem-solving skills.

Team Leadership and Supervision

  • Supervise planning staff, prioritize tasks, and ensure timely fulfillment of agency responsibilities.
  • Lead, mentor, and manage a team of planners to ensure optimal performance.
  • Delegate tasks effectively to meet project objectives.
  • Provide training and support to enhance team capabilities.

Planning and Coordination

  • Develop and oversee detailed project schedules, facility plans, and planning initiatives.
  • Align projects with organizational priorities and goals in collaboration with SCD division administrators.
  • Ensure facility plans are realistic, achievable, and regularly updated.
  • Develop documents, procedures, training materials, and schedules for facility planning.

Performance Monitoring and Reporting

  • Track and evaluate progress against schedules and deliverables.
  • Analyze data to identify trends, inefficiencies, and risks.

Stakeholder Communication and Collaboration

  • Serve as the primary contact for planning inquiries and updates.
  • Facilitate meetings and ensure effective communication among stakeholders.
  • Communicate project changes, risks, and challenges to management and teams.
  • Oversee annual facility planning with school districts and state agencies, ensuring compliance with statutes and policies.
  • Collaborate with SFD staff and architects to ensure student capacity is met in facility designs.
  • Represent the planning team in meetings and maintain service consistency statewide.

 Process Improvement

  • Review and refine planning processes for efficiency and effectiveness.
  • Stay updated on industry best practices and tools.

Data Management and Reporting

  • Collect and analyze data to support planning decisions.
  • Maintain accurate records of plans, schedules, and updates.
  • Present information to staff, school districts, agencies, commissions, and legislative committees.
  • Assist leadership in compiling reports and presentations as needed.

Problem-Solving and Adjustments

  • Identify and resolve scheduling conflicts proactively.
  • Adjust plans to accommodate unforeseen changes.
  • Ensure compliance with statutes, policies, methodologies, and regulations.

Qualifications


PREFERENCES: 


Preference will be given to those candidates with education in planning and at least 5 years of experience in planning, scheduling, or project management.
Preference will be given to those candidates with at least 2 years of experience in a supervisory or leadership role

MINIMUM QUALIFICATIONS:
 
Education:
Bachelor's Degree (typically in Business)
 
Experience:
2-4 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Coordinator
 
OR
 
Education & Experience Substitution:
5-7 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Coordinator

None

Necessary Special Requirements


PHYSICAL WORKING CONDITIONS:


  • Travel throughout the state to meet with school districts, state agencies/entities, and consultants to ensure clear communication and firsthand knowledge of facility needs.
  • Office-based with frequent travel statewide required.
  • May require flexible working hours to meet critical deadlines.
  • Requires extensive meetings.
