The Pre-Construction Manager will play a key role in supporting our operations team and partnering closely with executive leadership to ensure projects are set up for success from the earliest stages.

Position Overview
As Pre-Construction Manager, you will lead the preconstruction function, ensuring estimates are accurate, processes are efficient, vendors are aligned, and projects transition seamlessly into operations. Your leadership will directly influence project profitability, client experience, and team performance.
This is a full-time, in-office leadership position working closely with operations and executive leadership to drive collaboration and project success.
Key Responsibilities
Leadership & Team Management
- Lead, mentor, and develop a team of two estimators and a preconstruction assistant
- Assign and prioritize bid opportunities to ensure deadlines and department goals are met
- Review estimates and proposals prior to executive margin review
- Foster accountability, engagement, and continuous improvement within the team
Estimating & Preconstruction Oversight
- Ensure all estimates are complete, accurate, and aligned with scope and project objectives
- Manage multiple projects and pursuits simultaneously while maintaining high standards
- Facilitate scope reviews and handoff meetings to support smooth project transitions
Process Improvement & Operational Systems
- Develop and optimize workflows to improve efficiency and accuracy
- Monitor market pricing trends and communicate impacts across teams
- Support inventory coordination and maintain reliable cost data
Vendor & Procurement Leadership
- Build strong partnerships with suppliers and trade partners
- Negotiate pricing, contracts, and delivery expectations
- Lead purchasing strategies and oversee issuance of purchase orders and subcontracts
Client & Design Collaboration
- Partner with clients, architects, engineers, and consultants to align scope, budget, and expectations
- Coordinate RFIs, submittals, and documentation throughout preconstruction
- Represent Waterton Construction with professionalism and responsiveness
Communication & Reporting
- Provide regular updates to executive leadership on pipeline status, risks, and opportunities
- Maintain clear communication across departments to support alignment and decision-making
What We're Looking For
- Minimum 3+ years of experience in construction estimating, preconstruction, or project management
- Minimum 3+ years of leadership experience managing and developing team members
- Strong understanding of construction pricing, procurement, and project workflows
- Proven ability to manage multiple priorities and deadlines
- Excellent communication, negotiation, and relationship-building skills
- Highly organized with strong attention to detail and analytical thinking
