Job Title: Principal Project Control Specialist

Duration: 1 Year Contract with 2 Option Years
Estimated Pay Rate:Ā $110/hour with a standard benefits package
Responsible for the organization, development, implementation, maintenance, and accountability of total project controls, financial analysis, or estimating applications designed to provide management with the total capability of maintaining planning, scheduling, financial analysis, and cost control throughout the lifecycle of complex or unique projects or programs.
Under very limited supervision, performs project controls activities, prepares business and financial plans, and delivers reports on a periodic or ad hoc basis.
Develop cost and schedule baselines, milestone schedules, work breakdown structures, and spend plans to ensure effective utilization of resources including manpower, equipment, and funding
Apply advanced project control concepts and provide leadership in the development of complex, multi-project integrated analyses and corrective actions
Participate in project cost reviews and schedule meetings; develop and implement change management systems for engineering and construction work scope
Analyze cost and schedule variances against plan and communicate findings and mitigation strategies to management
Serve as a key interface between the client and planning processes, contributing to business unit control and performance
Perform financial analysis including variance analysis, statistical analysis, and scenario analysis to support decision-making
Develop and maintain costing rates, manage budget processes, and analyze overhead and service pool variances within PeopleSoft
Conduct extensive analysis of business operations to identify funding limitations, productivity issues, and financial risks; implement cost-effective solutions
Define requirements and develop models for complex business systems; support system enhancements, testing, and implementation
Lead special studies and translate management concepts into executable operational plans
Prepare comprehensive monthly financial reports including forecasts, analyses, and spend plans
Provide leadership, technical direction, and training to project controls personnel
Demonstrate understanding of CAS/FAR principles
A 40-hour work week is scheduled. Work schedules may include 5/8s, 4/10s, or 9/80s. Overtime may be required to meet deliverables.
Education & Experience:
Master's degree in business, construction management, technical, engineering, or related field with 5 years of experience
OR Bachelor's degree with 7 years of experience
OR Associate's degree with 11 years of experience
OR High school diploma with 15 years of relevant experience
Experience/Skills:
Strong personal computer skills
Expert proficiency with automated accounting, cost management, scheduling, and estimating systems
Practical experience with site business systems
Comprehensive knowledge of project management, cost control, and schedule control at the tactical level
Knowledge of operations, maintenance, project startup, or construction
Must be able to obtain and maintain a DOE 'Q' security clearance
Previous DOE clearance (L or Q) within the past two (2) years preferred
