Estimated Pay Rate:Ā $110/hour with a standard benefits package
Responsible for the organization, development, implementation, maintenance, and accountability of total project controls, financial analysis, or estimating applications designed to provide management with the total capability of maintaining planning, scheduling, financial analysis, and cost control throughout the life cycle of very complex or unique projects or programs.
Under very limited supervision, performs project controls activities, prepares business and financial plans, and reports on a periodic or ad hoc basis.
Demonstrate proficient ability and knowledge in the development of cost and schedule baselines, milestone schedules, work breakdown structures, and spend out plans to establish optimum conditions and effective utilization of resources and facilities, including equipment, manpower, and funding
Utilize advanced project control concepts to demonstrate expertise and leadership in the application of controls, including the development of advanced system applications
Provide technical control expertise to guide personnel in the development of complex, multi-project integrated analysis and problem resolution
Participate in routine project cost reviews and schedule meetings
Develop and implement a change management system for engineering and construction work scope
Analyze variances in cost and schedule performance against plan and communicate causes and mitigation strategies to management
Understand the business environment and operations of the supported area
Serve as the key linkage between the client and the planning process
Perform financial analysis techniques including variance analysis, statistical analysis, and scenario analysis
Develop costing rates, support the budget process, maintain rates in PeopleSoft, and analyze overhead and service pool variances
Perform analysis of business operations to identify funding limitations, productivity issues, and financial impacts
Design integrated financial controls and cost-effective processes to enhance productivity
Define requirements and develop models for complex business systems
Develop test plans and scenarios and oversee implementation of system enhancements
Initiate and direct special studies and develop business solutions for complex problem areas
Translate conceptual direction from leadership into executable operating plans
Prepare comprehensive monthly financial reports including analysis, forecasts, and spend plans
Assemble, analyze, and interpret data to create innovative solutions for complex business issues
Provide leadership, technical direction, and training to Project Controls personnel
Demonstrate understanding of CAS/FAR principles
A 40-hour work week is scheduled. Various schedules may be utilized including 5/8s, 4/10s, and 9/80s. Each workday includes a 30-minute lunch. Overtime may be required to meet deliverables.
Education:
Master's degree in business, construction management, technical, engineering, or related field with 5 years of practical experience
Bachelor's degree in business, construction management, technical, engineering, or related field with 7 years of practical experience
Associate's degree with 11 years of practical experience
High school diploma with 15 years of relevant experience
Experience / Skills:
Strong personal computer skills
Expert proficiency in automated accounting, cost management, scheduling, and estimating systems
Practical experience using site business systems
Comprehensive knowledge of project management and cost and schedule control at the tactical level
Knowledge of operations, maintenance, project startup, or construction
Ability to obtain and maintain a DOE 'Q' security clearance
Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years are preferred
