The purpose of this position is to plan and execute the Project Controls requirements for a project. This role is responsible for providing technical and administrative direction, coordination, evaluation, training, and coaching to a team of Project Controls specialists. This position serves as Control Team Leader/Project Controls Manager on medium and large-sized projects or as a Subject Manager Expert (SME) for the entire Project Controls Team in the Regional Office. Acting as a key resource on a project team, the role will require collaboration at all levels, including: client representatives, Fluor management and functional leads.
• Develop and implement a project controls plan as part of the Project Execution Plan (PEP) for the project execution
• Plan and organize the setup of project baseline in Fluor’s project controls system, and implement a plan to track against the baseline on a regular basis
• Develop cost, schedule, and commercial baseline
• Responsible for providing technical and administrative direction, coordination, evaluation, training, and coaching to a team of Project Controls specialists
• Analyze variances in cost and schedule performance against the plan, and communicate the reasons for the issuance of variance and proposed mitigation plans to Project Management
• Supervise the implementation of Work Breakdown and Project Coding Structures for control and integrity of work to be performed as defined by the contract
• Other duties as assigned• Accredited four (4) year degree or global equivalent in applicable field of study and fifteen (15) years of work-related experience or a combination of education and directly related experience equal to nineteen (19) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner• BSc Engineering
• Some experience with nuances of Labor agreements, union halls and craft productivity issues
• Some experience with nuances of Fabrication Shops for delivery of engineered and bulk components
• Some experience with nuances of System completion and turnover
• Experience as a Controls Team Lead/Controls Team Manager (CTL/CTM) for a medium- to large-sized project
• Some experience with DOE, and at least a familiarity with DOE EVMS requirements• Proof of US citizenship is required
• Significant experience with Primavera P6 on full E-P-C and Commissioning integrated schedules. Experience on project schedules for more than 2,000 direct craft in the field at peak. Part of task involves reviews of P6 schedule health, critical path reviews and similar.
• Able to demonstrate samples of Project Controls database Tool-Building and explain data structure decisions made. Main environment is SQL server, VBA, Multiple APIs available. Part of task involves database design, implementation and gathering data weekly from P6, MSAccess and other sources for pre-specified (e.g., craft productivity reviews) and various ad-hoc reporting.
• Able to demonstrate samples of user interfaces. The user interface will be hosted on access-controlled SharePoint. Front end for the database is likely to be Power BI. This will NOT be typical “dashboard” work, but a very dynamic project environment with more flexible page-building needs and advanced user configuration features.
• Some user experience with Safran Risk Manager (or ARM) and Safran Risk (or Oracle PRA) -or- near equivalents. Be clear what risk software has been used, and to what degree.
• Participate in development / improvement of training materials for other Project Controls personnel, and training of same.
