Program Manager I – Utility Construction Services Schedule: 8:00 a.m. – 5:00 p.m. (hours may vary)

What You'll Do
The Program Manager I plays a leadership role within City Utilities Engineering by overseeing construction services tied to major utility capital projects. This position manages staff, coordinates contractors, and ensures projects are delivered safely, efficiently, and in compliance with City Utilities and regulatory standards.

Key Responsibilities
Coordinate staff, contractors, and processes for utility capital construction projects including scheduling, inspections, change orders, contractor payments, and final acceptance
Oversee construction contract management for privately funded and utility-funded capital improvement projects
Manage project reporting including schedules, budgets, costs, and status updates
Maintain accurate project documentation in PMIS and GIS systems
Represent Utility Construction Services at Board of Public Works, City Council, and community meetings

Supervisory Responsibilities
Provide leadership and direction to Utility Construction Services team members
Recruit, hire, train, and evaluate staff
Manage performance, coaching, and disciplinary actions in accordance with City policy

What You Bring – Education & Experience
Bachelor's degree in Civil Engineering, Civil Engineering Technology, or related field
Five years of experience in a public agency, utility, or construction environment (inspection, surveying, or contract management)
Relevant construction or engineering experience may substitute for education

Preferred Certifications
Valid Indiana Driver's License (if operating a City vehicle)
Construction Document Technician (CDT) Certification within 18 months of employment

Technical Skills & Knowledge
Knowledge of construction management, contract administration, and capital project delivery
Familiarity with utility design and construction standards
Experience with project management systems such as PMIS
Ability to review technical documents, construction plans, and financial reports
Strong leadership, communication, and problem-solving skills
