    Job Title: Project Manager - Planning and Construction (Bond Funded)

    Primary Purpose: Plan, coordinate and manage multiple large construction projects and facility improvements with district and non-district personnel.  Responsibilities require programming, pre-planning and project development, budgeting, project design, development of construction documents, plans and specifications, bidding process, contract execution, construction management and contract compliance for multiple large construction projects.
    Qualifications/Skills: Education/Certification:
    • Bachelor’s degree in the field of architecture, engineering or construction management or High School Diploma/equivalent with ten (10) years of experience in design and construction management of commercial or institutional construction.
    Special Knowledge/Skills:
    • Knowledge of all facets of design and construction processes and procedures and related documentation.
    • Working knowledge of MS Word and Excel; AutoCAD experience preferred.
    • Effective management, organizational, oral and written communication and interpersonal skills.
    Experience:
    • At least five (5) years of experience in design and construction management of commercial or institutional construction with college degree or ten (10)  years of experience in design and construction management of commercial or institutional construction without college degree.
    Major Duties and
    Responsibilities:
    Construction Projects and Facility Improvements:
    • Manage multiple bond projects with district and campus staff, architects and engineers and Project Advisory Team (PAT).
    • Manage multiple bond projects to include A/E contract management, programming, pre-planning and project development, budgeting, project design, development of construction documents, plans and specifications, bidding process, contract execution, construction management and contract compliance for multiple large construction projects ranging from 5 to 80 million dollars.
    • Coordinate and manage project programming and development of large multiple projects. Coordinate and schedule meetings with district and campus staff, architects and engineers and Project Advisory Team (PAT).
    • Coordinate and manage project budget and design phase of large multiple projects. Coordinate and manage scope of work required for each project. Manage final development of construction documents against District’s Design and Construction Standards and Educational Specifications.
    • Schedule and coordinate construction proposal process. Review and evaluate proposals for scope of work and compliance to construction documents and established budget.
    • Assist in recommendation of general contractor and project cost for contract assignment to the Board of Trustees.
    • Manage and coordinate all construction activities, enforce contract document compliance, budgets and all construction related documentation, close-out documents and warranty information.
    • Effectively monitor budget and report construction progress and schedule to district and campus staff and project advisory teams.
    Records and Reports:
    • Review and approve schedule of values.
    • Review and approve applications for payment.
    • Review and approve change order requests.
    Other:
    • Perform other duties as assigned.
    Supervisory
    Responsibilities:
    This position will require supervision of office assistant. 
    Equipment Used: Computer and various office equipment.
    Working Conditions: Mental Demands:
    • Maintain emotional control under stress.
    • Work with frequent interruptions.
    • This position requires regular in-person interaction with the public.
    Physical Demands:
    • Repetitive hand motions.
    • Prolonged use of the computer.
    • Frequent sitting, stooping, bending, pushing and pulling.
    • Moving small boxes, construction documents and plans, equipment and other departmental equipment.
