GENERAL DESCRIPTION:  



The Senior Accountant position is responsible for ensuring proper fiscal management, budget control, and financial document processing for capital construction and major maintenance projects on state-owned facilities. This involves processing financials, oversight of project budgets, review of procurement documents, and coordination with vendors and contractors to ensure fiscal compliance and efficient execution of construction and maintenance projects. Key duties include managing payment and procurement documents, supporting fiscal control over projects, and processing payments, requisitions, and encumbrances. Overall, this position will support division administrators and project managers in maintaining financial integrity in construction and maintenance projects varying in size and complexity. The role also supports division administrators with various administrative tasks.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.

 


  • Payment & Procurement Processing
    • Generate and process documents in the Wyoming Online Financial System (WOLFS).
    • Handle requisitions, purchase orders, encumbrances, and budget transfer requests.
    • Process corrections, deposits, and document cancellations.
  • Major Maintenance Project Fiscal Oversight
    • Verify budget funds for maintenance projects.
    • Process payments, update the AiM system, and assist project managers with financial inquiries.
  • Budget & Fiscal Control
    • Ensure accurate budget application to fiscal documents.
    • Process and review budget revisions, ensure correct coding and confirm approvals.
  • Construction Contract & Change Order Management
    • Review construction contracts, change orders, and budget line allocations.
    • Facilitate cash management and support the state’s policies.
  • Vendor Management & Financial Documentation
    • Liaise with vendors and SAO for vendor management processes.
    • Maintain financial records, and updated vendor information.
  • Project Tracking & Analysis
    • Track expenditures and analyze project financial data.
    • Review and approve contractor invoices and change order requests.
    • Ensure compliance and make corrections as needed.
  • Clerical & Office Support
    • Provide administrative support, including organizing files, tracking professional correspondence/documents, and preparing meeting materials.
    • Assist in note-taking, task assignment tracking, and follow-ups.

Qualifications


PREFERENCES: 



Preference will be given to candidates with experience in accounting or finance.

Preference will be given to candidates who can effectively manage multiple projects and meet established deadlines.

Preference will be given to candidates with experience collaborating with various individuals such as project managers, contractors, and external personnel.



KNOWLEDGE:

 
  • Knowledge of financial and database systems. 
  • Proficient in Microsoft office and windows. Knowledge of basic accounting and business processes. Knowledge and skill with Microsoft Excel and/or Google Sheets.
  • Knowledge of internal control processes. 
  • Ability to organize, prioritize, and work independently and within a team setting.
  • Exceptional ability to communicate verbally and in writing.


MINIMUM QUALIFICATIONS:
 

Education:
Bachelor's Degree (typically in Finance)
 
Experience:
0-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accountant
 
OR
 
Education & Experience Substitution:
3-5 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accountant
 
Certificates, Licenses, Registrations:
None
