Job Summary



The purpose of this position is to manage contractual relationships with Architects, Engineers, general contractors and outside agencies in order to complete city capital improvement and/or facility/building construction projects. This position provides highly complex technical and administrative support and directly reports to the Director of Public Infrastructure. Duties are accomplished by performing daily site visitations; resolving conflicts and change orders; administering paperwork and contract execution; and coordinating internal and external meetings. Other duties include completing miscellaneous administrative tasks in the office; returning phone calls; filling out paperwork; and interacting with customers, city employees, consultants, architects, and contractors routinely.


Essential Job Functions


  • Performs assignments requiring the application of intensive and diversified knowledge of design, construction and management principles and practices in broad areas of development of capital improvement projects, special assigned projects, and building development and construction.  Exercises independent judgment in the evaluation, selection, adaptation and modification of standard techniques, procedures and criteria.
  • Serves as the technical liaison between contractors, architects and engineers on construction projects and City departments.
  • Verifies the work of architects, engineers, contractors, and employees for accuracy, proper work methods, techniques and compliance with applicable standards and specifications.   Work may include design meetings with architects and all city stakeholders, holding pre-construction meetings with contractors; meeting with contractors to interpret points, plans and specifications; performing construction site visitation, inspection and/or construction progress; managing examination of construction materials; initiating/accepting minor deviations and/or work order changes to construction standards and specifications; performing construction project closeout activities; and signing off on project completion.
  • Negotiates contracts; obtaining approval; negotiating and issuing contracts for design projects; preparing and reviewing city council communications on approved projects.
  • Administers paperwork as needed for all phases of contracts and with supervisory review as needed.  May include contract execution by preparing issuing/analyzing bids/proposals; preparing and submitting contracts; preparing council communication; ensuring obligations of contracts are met, and issuing contracting payments in accordance with the contracts agreed upon.  Responsible for preparing work plans, memoranda, and/or letters as needed.
  • Assists Architects and Contractors in the preparation and coordination of project schedules of work, cost estimates and tracks expenditures.  Manage all parties to ensure work meets quality standards, and coordinates meetings with Designer, User and Construction Contractor involved in projects.
  • Must be able to interact with and provide comprehensive and concise explanations of technical and complex issues to employees of all levels at the City.
  • All other duties as assigned by the director within your department/division.
  • Regular and dependable attendance is required.

Minimum Qualifications


Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities may qualify. A typical way to obtain knowledge, skills and abilities would be:

  • Education: Bachelor’s degree in Public Construction Management, Civil Engineering, Architectural, or related field.
  • Experience: 6 years of direct related experience with 2 years of supervisory/management experience
  • Licenses: ValidTexasClassCDriver'sLicense.
  • Certifications Required: Working knowledge of Texas laws and Federal ADA requirements.
