GENERAL PURPOSE
Performs a variety of complex technical work and onsite inspections to ensure that adopted building, plumbing, mechanical, electrical, and other adopted codes and standards are met and in compliance with City ordinances and adopted construction codes under the general supervision of the Chief Building Inspector.
SUPERVISION EXERCISED
Employee has no supervisory responsibilities but acts as lead inspector.
Conducts a variety of complex on-site field inspections to ensure that adopted codes and standards are met and in compliance,
Assigns daily inspections to building inspectors.
Acts as technical code expert by assisting the Chief Building Inspector in ensuring the quality and consistency of code application.
Provides information to the Chief Building Inspector and/or Building Official to assist with the annual reviews of the Building Inspections Division.
Coordinates with Code Enforcement staff to conduct investigations on distressed properties.
Coordinates with Planning and Engineering staff to discuss related violations and issues.
Aides in the preparation of and presents cases regarding dangerous structures to the Construction Board of Appeals.
Represents the City on job site and pre-construction meetings with construction personnel and owners to offer technical advice.
Research information pertaining to new construction materials and methods to ensure compliance with the City adopted codes.
Researches and assists in the review of future building code adoptions.
Inspects construction in the City, including, but not limited to, building, plumbing, electrical mechanical, energy and landscape inspections to ensure that all related codes, ordinances, and approved construction plans are followed.
Performs on-site inspections of footings, foundations, framing, electrical, plumbing, mechanical, and energy systems, etc.
Examines general framing and structure of buildings to ensure that corners are tied in place, that trusses are tied down and set at proper distances, that floor joists are set at right distances and proper spans, and that bridging is put up and in place, and that the general quality and grade of lumber used in construction is standard, etc.
Performs electrical inspections examining for right size of panels, correct uses and sizes of wire, correct number of circuits, correct numbers, and location of switches, etc. to insure that adopted national codes are adhered to.
Performs plumbing inspections of all plumbing fixtures examining for vent size, grade and size of pipe, and examines all joints for proper sealing to ensure that there are no leaks, etc.
Performs mechanical inspections of heating and cooling systems and its components for proper equipment use and placement, sizing, installations, and materials used.
Performs energy code related inspections for proper installation of approved materials and methods to meet the requirements of the energy code compliance reports related to the building envelope, electrical lighting loads and water heating.
Performs land use development inspections as related to building setbacks, easements, off-street parking, landscaping, signage and screening devices.
Witnesses water, sewer, and gas piping tests on all completed plumbing, examining for sealing and leakage, etc.
Maintains records of building and inspection activity and completes related reports; issues certificates and permits as appropriate.
Performs higher level of research solving problems and complaint resolution regarding commercial and residential buildings, building construction and code compliance; responds to complex and sensitive building issues.
Resolves complex and sensitive customer service issues, either personally, by telephone or in writing.
Maintains records and documents of customer service issues and resolutions.
Performs plan review of new one and two family residential related construction including townhouses and plan review of alterations, additions, repairs, and accessory structures to residential property.
Performs extensive commercial plan reviews as determined by Building Official.
Responds to damaged building call outs (including After hours) from Fire, Police or Bell County 911 dispatches; investigates buildings damaged by fire or other causes to determine correctional or safety measures to be taken to permit their continued use.
Possesses and maintains a valid driver's license and comply with City of Killeen driving policy.
Provides quality training for new staff to obtain certifications, licenses and comply with adopted construction codes and standard.
Maintains assigned tools and equipment to ensure safe and reliable operations.
Performs on-site inspections for unsafe buildings, provide property updates and reports.
Performs other duties as assigned.

Work is performed mostly in outdoor settings. Some outdoor work is required in the inspection of various land use developments and construction sites. Hand-eye coordination is necessary to operate various pieces of office equipment.
While performing the duties of this job, the employee is required to stand, walk, use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is frequently required to sit, climb, or balance, stoop, kneel, crouch or crawl, talk and hear.
The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
