SUMMARY: 

Provide quality control support to the project team and direct personnel to implement quality
requirements and to accurately status the results. Perform construction quality control inspection and surveillance activities in support of project and/or maintenance activities.
Safety is a primary responsibility in each job performed. Obtain safety training and obey safety rules. and make safety an integral part of each task. Take the necessary steps to stop work if continuing the job is unsafe or will create an unsafe condition.
Review design output documents by approved procedures to establish
inspection requirements in quality assurance procedures, construction plans, and/or work packages.

Coordinate with internal and external sources to resolve quality issues and provide the status of the inspection/test activities for the work activity. Review technical criteria, personnel qualifications, and work sequence on work packages, including the notation of hold points before performance of inspections. Perform or direct the quality inspection activities of subordinate QC engineers and other inspection personnel as assigned. Assist in the resolution of code, specifications, and drawing interpretations.

Perform or supervise the performance of inspection, witness, test, surveillance, and document the results of the inspection activities. Assess the completeness of construction activities and quality verification documentation before preparation of quality control releases for turnover. Review subcontractor's quality program for compliance to established procedures, attends mobilization meetings and monitors their activities for proper implementation. Review suppliers and/or subcontractors' quality verification documentation for traceability and specification compliance. Review, assess and status subcontractors' costs, manpower and materials. Approve subcontract invoices and applications for payment.


REQUIRED QUALIFICATIONS:

Education/Experience: 

  1. Bachelor's degree in a technical discipline and at least 5 - 7 years of practical experience in construction inspection or related areas. 
    OR
    An associate's degree and 7 - 9 years of practical experience would be considered equivalent.
    OR
    A high school diploma and 10 - 14 years of practical experience would also be considered equivalent.

  2.  Practical field experience in civil (soils, concrete, reinforcing steel, structural steel, protective coatings) quality control inspections.

  3. Ability to develop, review, and implement inspection plans in accordance with technical documents, codes and standards.

  4. Competency in reviewing and issuing non-conformance reports and coordinating corrective actions.

  5.  Strong organizational and communication skills to foster a collaborative and safety-oriented work environment.

  6. Experience working under NQA-1 quality assurance programs at DOE facilities. (preferred) 

  7. Practical civil/structural field experience within the last 12 months.  (preferred) 

  8. Candidate must be able to obtain and maintain a DOE 'Q' security clearance
