The position is responsible for implementing all policies and procedures that comprise the Accident Prevention Plan (APP) including, but not limited to, evaluation and control of safety and health hazards in the workplace, routine hazard recognition and environmental management, inspection and maintain vehicles and construction equipment and training of field personnel in safety standards and proper use of construction equipment.  The project safety program must be 100% compliant with USACE EM-385.The position will work with managers, supervisors, and employees to minimize occupational health and safety risks, environmental exposures, teach specific safe work habits, and manage compliance with applicable regulations.

Top Five Responsibilities

  1. Provide technical and regulatory expertise to ensure compliance, safe work places, and continuous improvement of APP.  Ensure complete compliance with EM-385, latest version.
  2. Assists in the development of Safety plans during pre-construction phase and throughout construction.
  3. Identify, develop, and implement programs to train supervision and employees in required safety practices, fire prevention, correct handling techniques for chemicals, toxins, equipment, tools and other materials, and other project specific safety applications
  4. Ensure contractor activities are preplanned for safety through scope review, preconstruction meetings, AHA review, etc.
  5. Provide strategic direction to site and company leadership regarding project safety.

 Position Responsibilities

  • Assists the Project Manager, Superintendent, and Quality Control Manager on jobsites with adherence to company safety and loss control policies
  • Knowledge of OSHA regulations for General Industry and Construction standards, EM385, DOT regulation and local fire codes
  • Perform daily safety audits and PPE assessments
  • Lead the investigation of construction related incidents and accidents, work closely with Project PM and Superintendent
  • Support field monitoring of employee exposures to job and chemical hazards.
  • Oversee subcontractors in the field to ensure they are following OSHA and EM385 protocols
  • Monitor worksite and notify appropriate parties when safety policies are not met by employees
  • Monitors and coordinates employee safety and environmental training programs and works with managers to ensure training is completed.
  • Create, as needed, labels and signs to maintain regulatory compliance
  • Complete and maintain routine safety logs and reports and submit in a timely manner
  • Inventory and coordinate orders for personal protective equipment as needed.
  • Ensure contractor activities are preplanned and document for safety through scope review, safety plans, preconstruction meetings, AHA review, etc.  Submit documention to USACE when appropriate an ensure approval prior to the start of work.  
  • Participates in weekly safety meetings, new employee orientations, and daily toolbox meetings in the field
  • Performs safety compliance audits; for example: Fall Protection, Grinder Safety, First Aid Kits, Eye Wash inspections, NFPA Life Safety (Fire Extinguishers, Emergency Lights, Exit Signs), Heavy Equipment Monthly Inspections (Forklift, and Boom lift), Scaffolding daily inspections
  • Oversee high-hazard activities and ensure procedural requirements are followed.

SSHO Qualifications

  • BS/BA degree in Safety Engineering, Occupational Safety & Health, Environmental Engineering or related field and 2 years' experience as a Site Safety & Health Officer (SSHO) on US Army Corps of Engineer projects.

or

  • Minimum 3 -5 years' experience as a Site Safety & Health Officer (SSHO) on US Army Corps of Engineer projects.

In addition:

  • OSHA 30 Hour
  • Intermediate knowledge of Microsoft Office Suite - Word, Excel, PowerPoint, Outlook and Bluebeam required
  • Ability to recognize onsite risk factors and take appropriate action with firmness and tact
  • Solid communication and organization skills
  • Knowledge of OSHA regulations for General Industry and Construction standards, EM385, DOT regulation and local fire codes
  • Spanish speaking (preferred)

Base pay and locality pay adjustments.available for out of state candidates. Candidates from all locations will be considered specifically for a specific project or a certain timeframe due to their expertise in this particular area.

Please note that the salary information shown below is a general guideline only.  Salaries are based upon candidate experience and qualifications, as well as market and business considerations.
