Description

PRIMARY PURPOSE:

Responsible for planning and managing multiple construction sites, and welding projects on high-pressure gas and liquid transmission pipeline facilities. Maximizes the utilization of maintenance resources to ensure projects are completed safely and reliably, in addition to supervision of multiple personnel. 



Responsibilities

ESSENTIAL DUTIES:

  • Plan, schedule, assign and direct work of construction personnel.
  • Supervise contract personnel engaged in construction, testing and operations of facilities.
  • Monitor and implement company procedures, standards, and best practices.
  • Provide technical support related to industry standards, specifications, and codes.
  • Work as part of a team to help coordinate failure and root cause analysis.
  • Provide support to Coordinators for projects.
  • Strategize, develop, and execute a broad range of natural gas, oil, and civil projects; including but not limited to: High-pressure gas and liquid transmission pipeline, metering, terminals, compression, pumps, storage, gathering, treating, and processing.
  • Partners closely with field operations and corporate procurement to prepare project scopes, cost estimates, bidding, budgeting, and execution plans for new and existing capital and maintenance projects.
  • Oversee and contractors and construction inspectors to ensure projects and schedules are met safely, reliably, compliant, and within budget.
  • Develop a training program with the training manager to ensure welders are compliant. 
  • Participate in welding R&D efforts including the timely completion of all assigned actions in support of the company and departmental strategic goals.
  • Provide leadership and manage the planning and direction of activities at multiple locations within the area.
  • Responsible for managing and reallocating materials as needed.
  • Develops safety procedures, and training material and ensures workers are trained and in compliance.
  • Ensure that all requirements of the Operator Qualification (OQ) Program are met for both contract and company employees.
  • Lead field construction team toward operational excellence and continuous improvement. Responsible for the professional development of direct reports and evaluating team and individual performance.
  • Manage personnel related matters, including providing performance-based feedback, providing support, and completing administrative paperwork as needed.  
  • Demonstrate and enforce the highest professional integrity, ethics, and safety discipline. 
  • Demonstrate and reinforce a culture of regulatory compliance. 
  • Deal with a wide variety of people with tact, courtesy, and professionalism.
  • Speak clearly, both in person and by telephone, using a high level of verbal skills and listen carefully.
  • Maintain a regular, dependable attendance and a consistently high level of performance.
  • Will work non-traditional hours as needed.
  • Manage all PHMSA, OSHA, and other regulatory requirements and be prepared to assist during any inspections or audits for the area of responsibility.
  • Responsible for the safety program, environmental compliance, governmental compliance, employee training and development, facility security, and all personnel functions.
  • Manage, plan, and forecast the Capital and O&M Budgets for the area of responsibility. Responsible for cash flow management, cost monitoring, and control.
  • Assist with authorization for expenditures (AFE) project preparation, scheduling, monitoring of projects costs, and project completion.
  • Oversee construction and/or maintenance activities performed by internal personnel or third parties. Respond to emergency situations at any hour of the day or night. This includes and may not be limited to being in possession of required equipment and tools, designated forms, policies, regulations, and manuals.

Qualifications

Minimum Requirements:

Education:

  • Associate’s degree (required) OR
  • A minimum of five (5) years direct work experience in crude oil/gas pipeline system operations or oil and gas construction including prior supervisory responsibility may be considered as a substitute for a degree. 
  • Work experience may be considered as a substitute for a degree.

 

Experience/Specific Knowledge:

  • Minimum seven (2) years of experience working in crude oil and natural gas pipeline systems.
  • Prior experience supervising and leading teams and individuals.
  • Knowledge and experience in the operation of pipelines, measurement, pump stations, compression, and all related equipment.
  • Knowledge and experience in safe handling practices of crude oil, flammable gases, liquids, and high- and low-pressure systems.
  • Intermediate proficiency in Microsoft Office applications including Word, Excel and PowerPoint, Teams, Outlook, and other software applications systems.

 

Certifications, Licenses & Registrations:

  • Must possess and maintain a valid driver's license and a driving record satisfactory to the company and its insurers.

  • Excellent verbal and written communication skills.
  • Strong customer focus and ability to build relationships with internal groups, customers, contractors, the public, and landowners.
  • Ability to prioritize, handle multiple tasks simultaneously and meet established deadlines with minimal supervision.
  • Basic math skills (addition, subtraction, multiplication, division, fractions, decimals).

Working Conditions:

  • Required to carry a cell phone and be available to respond during working and non-working hours.
  • Required some out-of-town nights and weekend travel, as needed. 
  • Occasionally required to travel significant distances by vehicle.
  • Varying working conditions from office settings to working outdoors in inclement weather conditions.
  • Living environs may be negotiable and will be relevant to the work location.
  • The successful candidate will be required to clear a drug screen and a complete background check, including a credit report for certain positions, after an offer has been extended and prior to being employed.
