POSITION SUMMARY:

The Turnaround & Construction Manager leads a team responsible for planning, scheduling, executing, and closeout of turnaround, shutdown, and construction activities for the El Paso Refinery.

KEY RESPONSIBILITIES:

  • Supports development and compliance with all plant safety rules and actively leads safety improvement initiatives for the group.
  • Provides leadership and development of Turnaround (TAR) Specialists and Construction Managers, managing oversight of small and large capital and expense engineering projects as well as building and managing the Turnaround and Major Maintenance 10-year plan and budget including tank program.
  • Supervises the overall scope development of TAR events working with all departments to ensure scope is captured properly on the worklist and optimized to include only outage required work.
  • Complies with the planning, scheduling, and execution deliverables of TAR RSP-1100-000 & Construction RSP 1110-001.
  • Interacts daily with TAR/Construction teams to progress planning and execution activities. Monitors, tracks and communicates KPIs, Plan of the Plan, and reporting as determined by the TAR/Construction team and RSP. Monitors and reports progress to the TAR/Construction Core Team/RLT.
  • Interacts daily with MPC TAR Specialists, Project Controls, Planners, Schedulers, Operations, and contractors to progress planning and execution activities.
  • Reviews work scope approvals (WSAs), requests for information (RFIs), iTAR/iCON worklist, and P6 primavera schedule on a consistent basis.
  • Drives development of contracting strategies with MPC Supply Chain.
  • Supervises organization’s adherence of QA/QC, system turnover, and punch list tracking and closeout processes.
  • Ensures project construction group effectively plans and executes engineering project work within schedule and budget.
  • Capture and share lessons learned from turnaround and construction activities, working with the team to identify and develop opportunities for future improvement.
  • Monitor key performance indicators for turnaround and construction effectiveness, using these metrics to inform decision-making and enable real-time adjustments throughout planning and execution phases.
  • Devises methods to increase efficiency and reduce costs. Drives continuous improvement initiatives within the organization.

EDUCATION & EXPERIENCE:

MINIMUM QUALIFICATIONS:

  • High School Diploma or GED required.
  • Eight (8) years or more relevant experience.
  • Valid Drivers License is required.

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree in Engineering or Construction Management
  • Prior experience leading and executing MPC turnarounds
