Performs executive, administrative duties concerning various aspects of operational management in support of the Service Plus philosophy and mission of Texas Tech.
  • LEADERSHIP: Demonstrates foresight and acts as a role model for Operations and Texas Tech. Establishes and monitors departmental objectives and goals to align with the established Texas Tech and Executive Leadership goals and objectives. Provides vision, guidance, and support for facilities and construction departments.  Determines work priority standards for departmental leadership; implements programs and processes that support the Operations standard of performance; analyzes data and establishes Key Performance Indicators (KPIs) to determine departmental effectiveness and recommends changes as needed.  
  • PROJECT MANAGEMENT:  Responsible for the strategic vision of each department.  Engineering & Construction: Oversees the University’s 200 – 300 annual construction projects.  Facilities: Responsible for the overall interior facility maintenance and functionality of campus buildings.  Utilities:  Responsible for the manufacturing and delivery of utilities to campus buildings. Safety: Facilitates the safety culture for Operations team members, partnering closely with Environmental Health & Safety to ensure Operations safety practices align with occupational safety standards.  Responsible for working closely with Texas Tech's Emergency Management department to include the Fire Marshal's office in the development and ongoing support of Emergency and Life Safety practices and protocols for Operations and Texas Tech Campus.  Partners with University’s Procurement Office for contract development and execution for relative projects under this department’s purview.  
  • COMMUNICATION: Uses effective skills to accomplish formal and informal oral/written presentations within and outside the Department. Composes and prepares documents, reports, special studies and other correspondence supporting the mission. This position will provide routine and regular updates and ongoing communications to the Associate Vice President and other Executive Leadership Members as required. This leadership role will communicate with internal team members and maintain strong partnerships with members of the campus community, including but not limited to: Vice Presidents, Provost Office, Deans, Chairs, Faculty, Staff and researchers.
  • BUDGET DEVELOPMENT AND MANAGEMENT: Establishes annual budget requirements for manpower and materials. Oversees respective departmental budgets and allocates funding to respective departments. Use KPI metrics to identify areas for improvement allocating personnel and resources to meet or exceed goals in the most efficient and economically beneficial manner for Texas Tech.
  • STEWARDSHIP OF CAMPUS ASSETS: Provides strategic direction for the facilities and construction teams for all projects within the Operations purview.  Develops policy for, and makes funding decisions for, the 5-year/deferred maintenance program; applies experience and technical knowledge about maintenance and construction techniques for daily decision making; supports the capital construction program; ensures periodic campus-wide facilities condition assessments are completed and ensures data gathered is useable for strategic planning.
  • STRATEGIC PLANNING & CAMPUS ALIGNMENT: Responsible for the strategic direction of the facilities and construction teams.  Maintains a comprehensive understanding of Texas Tech's strategic plan and partners with direct reports to establish the strategic vision of the assigned departments in support of the campus strategic initiatives.
  • CAMPUS ENGAGEMENT:  Serves as the Associate Vice President for Operations in his absence. Serves as a knowledgeable, capable, and professional substitute for all required meetings and functions. Represents Operations on various committees.  Consults with and makes recommendations to members of the campus community regarding services provided by department. 
Bachelor's degree required in appropriate field based on assigned area of responsibility; eight years of professional and management experience in related area. Additional job-related education may substitute for required experience on a year-for-year basis.
