Primary Purpose:
Coordinate and manage new construction and renovation projects in the district. Ensure compliance with all planning and zoning requirements. Assist with coordinating activities related to the construction office.
Qualifications:
Education/Certification:
Bachelor’s degree in a field related to the duties
Master Degree preferred
Experience:
Construction project management, or project management in an architectural or engineering field
Experience coordinating and working with architects, engineers and other professional services
Experience overseeing construction projects for school districts
Experience managing budgets and personnel
Special Knowledge/Skills:
Knowledge of project planning and construction principles
Knowledge of various construction procurement methods available to Texas public schools and public works bidding
Knowledge of mechanical and electrical design and installation
Ability to analyze construction-related documents and plans and read blueprints and schematics
Ability to interpret architectural and engineering plans and specifications
Ability to conduct on-site inspections of district facilities
Ability to analyze and interpret data
Strong organizational, communication, and interpersonal skills
Ability to communicate effectively at all levels of the organization and to prepare and give presentations to public groups
Strong negotiation skills
Ability to work with various types of software programs
Major Responsibilities and Duties:
Facility Construction/Bond Program
Assist with coordinating and overseeing construction renovation projects for the district.
Assist as liaison to architects, engineers, and consultants hired to develop, review, and finalize project plans, drawings, schematics, and specifications and conduct construction observation, etc.
Coordinate construction and renovation projects with maintenance and cleaning operations. Provide support to the maintenance function, as needed.
Conduct on-site inspection of construction projects to ensure conformance with construction documents, programs, and needs.
Assist in the prequalification or approval process for consultants and contractors.
Consult with administrative staff and identified stakeholders concerning program preparation and design needs.
Provide non-specialized technical review during design and budget reviews.
Inspect existing facilities and make recommendations for improvements as needed.
Establish and recommend priorities for repair projects.
Develop and maintain construction progress schedules.
Coordinate and conduct project development and construction progress meetings.
Expedite documentation and completion of punch-list items.
Coordinate transition of building operation from general contractor to district maintenance department upon acceptance of a facility.
Supervise warranty correction work.
Assist with preparing bidding documents, and coordinate procurement of furniture, fixtures, and equipment for projects. Work with the purchasing department.
Provide principals, administrators and other stakeholders with appropriate information regarding construction projects and schedules (progress and delays).
Coordinate school preparations for construction prior and after each phase (plan, organize, packing
Maintain and monitor project records; maintain submittal log, Requests for Information (RFI), and Potential Change Orders (RFP)/Directives to verify timely architectural/engineering response.
Coordinate start-up and orientation with district personnel for equipment training.
Monitor procurement from General Contractor, Warranty, As-Builts, Final Retainage and Operation & Maintenance manuals.
Liaison with directors regarding summer programs, facility use and maintenance/cleaning scheduling for sites under construction.
Oversees information, images and video on bond website. Maintain timely and accurate information for the community.
Policy, Reports, and Law
Complete periodic reports of design progress and construction progress in narrative, spreadsheet and/or presentation formats. Coordinate reports for Board meetings.
Review and approve meeting minutes or notes.
Assist with coordinating the storage and handling of construction documents.
Record and report all warranty times and make final warranty check prior to end of warranty periods.
Compile, maintain, and file all physical and computerized reports, records, and other documents required.
Budget and Financial Records
Coordinate obtaining cost estimates for construction and repair projects, including labor, materials, and other related costs.
Coordinate the preparation of bidding documents, including notice and instructions to bidders, drawings, and specifications.
Assist with the evaluation of formal bids and make recommendations for the awarding of contracts for school board approval.
Review and approve pay applications and requests for payment from contractor(s) and designer(s).
Ensure that projects are cost-effective and funds are managed wisely and appropriately.
Review and prepare financial accounting records for all bond projects.
Monitor construction and bond budgets with Finance Department.
Monitor project level financials for District Bond, scope, schedule and assist Senior Program Manager in evaluating cost performance
Review construction pay applications with project architect/engineer, contractor/construction manager and administration to determine appropriate payment to construction professionals
Review and process invoices and pay applications to determine appropriate payment
Safety
Maintain safety standards in conformance with federal, state, and insurance regulations.
Establish control measures that protect all district property.
Supervisory Responsibilities:
Assist with overseeing contractors and professional consultants
Equipment Used:
Personal computer or laptop, iPad/tablet, printer, copier/scanner; occasional use of tools; use of personal vehicle
