ACCOMPANYING KNOWLEDGE/SKILLS/ABILITIES AND COMPETENCIES
- Provides advanced technical computer aided drafting skills consisting of compiling and organizing engineering data into a usable form for design of building structures, renovations, additions, and changes to ongoing construction projects.
- Provides technical support for internal and external customer requests for information and service related to all aspects of building and campus documentation.
- Maintains drawing and blueprint control file.
- Updates existing building drawings and documentation by field verifying building conditions and changes in building services.
- Develops installation plans and working drawings as required to develop and determine feasibility of proposed projects and requested department relocations that are in accordance with “Office Space Standards and Guidelines”.
- Maintains departmental databases that provide information on\: square footage allocation, survey data, manuals, keying, signage and way-finding, and other pertinent building components.
- Conducts monthly space utilization surveys to increase the overall effectiveness of facilities utilization and management.
- Provides technical design for door signage (card stock inserts, raised lettering on plastic, or machine cut vinyl).
- Field reviews on-going construction activities to ensure that established quality control standards are met and that work quality is consistent with design and construction documents.
- Conducts field inspections and ensures compliance with project requirements indicated on the Infection Control Risk Assessment (ICRA) and documents the results of those inspections.
- Conducts quality assurance surveys to ensure construction projects and existing facilities follow The Joint Commission Standards and documents the results of those inspections.
- Maintains the facilities attic stock by overseeing all receiving, warehousing and distribution. Preserves safe and clean environment by keeping shelves, pallet area, and workstations neat.
- Proposes and implements strategies to address various environmental concerns including energy use, conservation, reduction of pollution, recycling, building and facility design, and general education on sustainability.
- Assists the Executive Director with other projects as assigned.
MINIMUM REQUIRED EDUCATION/EXPERIENCE
- A high school diploma or GED is required. College level education in Drafting, Construction Management or a related field is preferred.
- At least 5 years’ experience in computer aided design technology with CAD certification preferred.
- A thorough working knowledge of construction management principles, practices and procedures and knowledge of applicable laws and government regulations including AIA Construction Guidelines, The Joint Commission-Environment of Care, and NFPA 101- Life Safety Code, Texas Accessibility Standards and Americans with Disabilities Act.
JOB SUMMARY
The Construction Technical Services Specialist reports to the Director of Architecture and Construction Services and is responsible for the management, planning, development and execution of a comprehensive program of construction technical support services which include management of facility Computer Aided Design (CAD) files, construction quality assurance inspections, sustainability, facilities warehouse management and facilities space management.
Additional responsibilities may include preparation and submission of U.T. System and State reports including the Capital Improvement Program Report, Room & Building Inventory Reports and updates to the Campus Master Plan. Supports the departmental programs and initiatives that further the mission of UT Health Science Center at Tyler. Actively participates in Facilities Inventory Audit prepared annually for accounting in preparation for the Reimbursements for Medicare and Medicaid Cost reports. Practices innovation and teamwork as it applies to advancing the department and the Health Science Center. Supports the professional and technical needs of customers of the department. Projects a positive image of the department within the Health Science Center and to the community. Stays apprised of job-specific professional trends and technology and ensures currency with all professional licenses and/or certifications. Ensures a high level of internal and external customer satisfaction with departmental operations. Selects and monitors specific customer satisfaction indicators as directed.
MAJOR RESPONSIBILITIES/DUTIES/CRITICAL TASKS
- Mission and Strategy. Supports programs and initiatives into departmental operations that further the mission of UT Health Science Center at Tyler. Actively participates in the strategic planning process and implements relevant departmental strategies and objectives.
- Leadership\: Practices innovation and teamwork as it applies to advancing the department and the Health Science Center. Supports the professional and technical needs of customers of the department. Projects a positive image of the department within the Health Science Center and to the community. Stays apprised of job-specific professional trends and technology and ensures currency with all professional licenses and/or certifications.
- Financial Stewardship\: Responsible for the management of good stewardship in the use of departmental financial allocations and of those for construction related activities.
- Quality Assurance\: Strives to improve the quality of patient care and services provided by UT HEALTH Science Center. Maintains compliance with The Joint Commission (TJC) standards and other regulatory bodies where applicable (i.e. TDH, CLIA, etc.). Monitors key project quality indicators as assigned.
- Customer Satisfaction\: Ensures a high level of internal and external customer satisfaction with departmental operations. Also ensures a high level of internal customer satisfaction among employees, physicians, and other departments. Select and monitor specific customer satisfaction indicators as directed. Follows policies and procedures to ensure the department is well managed and in sound financial condition. Ensures compliance with applicable laws and regulations; consistent, fair and rational administration of policies and procedures; and timeliness in meeting deadlines.
