Job Description:
The Cost Control Manager is responsible for the development, implementation, and execution of all estimating, cost control, cost reporting, planning/scheduling, progress measurement, forecasting/reporting, and underlying procedures and systems. This role performs all aspects of cost control in an accurate, thorough, and timely manner throughout all phases of a project including preconstruction, construction, and close-out.
Supervision of the monthly closing and preparation of an executive summary for leadership review
Preparation of the forecast for the next 4 month billing cycle, including revenue, cost, and cash-flow projections
Preparation and analysis of reports to ensure they accurately reflect the current project status: monthly cost report, weekly reports, payroll, labor report, summary report, and weekly quantities
Preparation of payment report to be submitted to the owner at the end of each month
Supervision of subcontractors and service agreements, purchase orders and change orders, contract modifications, and estimation of billing-payments and cost impact to the project
Assist in the development of project specific tools to forecast quantity, hours, cost, as well as track changes from conceptual estimates through the execution of the project
Assist in the project set-up and close-out work process to ensure adherence to Company standards and contractual requirements
Perform field audits, confirming project progress, sequencing, quantity installation, as well as project variances
Review all pending subcontractor claims for validity and responsibility
Participate in the value engineering process
Provide costs and schedule impacts associated with risks that have been identified for a project
Ensure final billing is submitted within 30 days of turn-over
At the completion of the project, develop, and ensure recording of the project’s historical cost information and “lessons learned” for future use
Must have excellent negotiation and issue resolution skills and be a team player
Bachelor’s Degree in Engineering or Construction Management with a financial background or education
5-10 years of experience in cost control management
Project work in a role involving management, cost controls, scheduling, change management within construction industry
Good organization and prioritization skills to execute work accurately and largely self – directed, handle multiple priorities, and analyze reports and trend activities
Knowledge of general engineering practices, building construction, materials, systems, market conditions and craft trades
Ability to interpret contract terms, conditions, and exhibits as applicable to project requirements
Experience managing multiple groups and working with critical weekly and monthly deadlines
Excellent oral and written communication skills
Comfortable with Microsoft Office, with proficiency in Excel
