Summary
This position performs work requiring advanced knowledge which is predominantly intellectual in

science or learning and gained through a prolonged course of specialized intellectual instruction, experience, and expertise acquired in the field.
Scope
The purpose of this position is to provide overall engineering execution leadership on small sized
projects, small / sustaining capital projects (SCP), mid-size projects within a multi project group (MPG), or Long Term Service Agreements (LTSA).This position has the responsibility and accountability for the performance of the engineering team and the successful execution of all engineering work on the project. This position also leads and guides the development and implementation of the execution strategy and oversees development and enforcement of engineering budget, schedule, and quality. This
role also has the responsibility to promote Fluor’s competitiveness within the global marketplace by
delivering quality services of unmatched value and technical competence. When assigned to manage a client LTSA, this role develops a complete understanding of the Fluor contract to provide full support to the overall project management team.
Principal Job Duties & Responsibilities
• Has overall responsibility and accountability for the performance of the engineering team,
and the engineering execution and delivery as per the project baseline. This position
performs Engineering Management responsibilities on a small low risk EPFC/CM project (as
defined by the Business Line) or services project or on multiple small projects within a client
CAPEX portfolio, including coordination of design activities.
• Support the interfaces between the engineering disciplines, by understanding the discipline
work processes and looking ahead to identify critical busts and / or activities that need to be
completed to support the execution strategy.
• Support the positive project culture in conjunction with the Project Manager.
• Review overall project Scope of Services, Scope of Facilities, and other project / LTSA
baseline documents for all phases of projects.
• Lead/Support the development of the Project Execution Strategy for all engineering
functions
Lead/support engineering schedule planning sessions to capture key inter-dependencies, verify
key milestone dates are aligned with discipline control level schedules, key design reviews are
incorporated in the engineering plan and level 3 schedule, Model Reviews are scheduled based
on meeting required pre-requisites.
• Own the project engineering schedule, and ensure that correct engineering sequence is
maintained, or mitigations put in place. Achieve buy in and subsequent ownership from the
discipline leads.
• Champion and support engineering through Project execution, by providing a culture that
supports open communication of issues and concerns that is focused on resolution.
• Coordinate the interfaces between Engineering and the other disciplines on the project including
Process Engineering, Project Controls, Project Management, Procurement and Contracts,
Construction, and the client team.
• Verify that the engineering work is completed on schedule for the multiple projects, meets
Fluor’s quality standards including review meetings and checking procedures, performance is
within the baseline effort hour and material budgets, required deliverables are produced, change
management is executed in a timely manner, and Engineering Department Managers are
apprised of issues related to their function.
• Support implementation of Cost Competitive Execution techniques and Value Awareness
Program
• Engage Fluor’s global community, promoting a OneFluor mindset.
• Lead/support the projects set-up and alignment efforts for engineering including supporting the
submission of any Unison waivers and publication of required practices using QRS.
• Lead/support implementation of progress measuring system, lead/support development of
activities and sequence of work for Engineering to support overall project schedule.
• Review the status of the schedule and progress performance with the Discipline Leads on a
regular basis, and keep the Project Manager and Engineering Department Managers apprised of
issues.
• Lead/support, review and approve estimates and schedules, progress reports, including labor
forecasts.
• Champion implementation of Fluor systems and tools, internally and with clients
• Establish, track, and monitor material key quantities; provide analysis and forecasts with
the support of discipline leads and dedicated Material Control resources mobilized on
the project.
• Verify that the engineering discipline leads are internally aligned and adequately interact
with one another and provide input to engineering departments regarding work process
issues and opportunities for improvement.
• Publish the Project / LTSA specific Job Bulletins to provide the required work process and
systems to allow the engineering team to perform the work in a consistent and efficient
manner.
• Verify that health, safety, and environmental factors are incorporated in the design.
• Prepare/review scopes of work for third party contracts.
• Lead/support the implementation of Change Management procedures for engineering
functions to identify deviations in job scope, estimate magnitude of changes, and
review/approve trends or change orders.
• Plan, schedule and conduct the required design reviews in support of project schedule
(Design Reviews, P&ID Reviews, Safety Reviews, 3D Model Reviews) and in accordance
with corporate requirements, verify that design comments / Action items /parking lot
items have been resolved and closed out.
• Execute project work in accordance with approved Activity Plans, procedures, and
Unison Baseline
• Verify that technical work performed complies with industry codes and standards, local
regulations, as well as departmental practices and procedures, and OSR.
• Support/implement the Technical Control Plan and verify the quality of the engineering
execution and deliverable through PEMA audits, discipline audits, Gate Reviews, deep
dives, etc.
• Direct and oversee audits prepared by the Engineering Management Department, as well
as the Discipline Engineering Departments
• Conduct/participate/support regular Engineering/Execution Risk Reviews with discipline
leads and implement and track mitigation measures.
• Prepare/support Engineering input the Projects Status Review (PSR) and present the
Engineering slides.
• Lead, promote and support the project value creation efforts.
• Contribute to and promote the use of Fluor’s knowledge management portals and
communities.
• Participate in Fluor University® as necessary to follow the curricula as outlined in the
Functional Development Frameworks
• Lead/support proposal effort for Engineering input and proposal deliverables.
• Typically manage personnel and provide an environment for the development and
professional advancement of staff members, including on-the-job and formal training
and development opportunities, timely performance feedback, and performance
appraisal input and counseling
• Analyze situations, identify, and forecast pertinent problems and evaluate realistic
options; and recommend/implement appropriate course of action.
• Other duties as assigned.• Accredited four (4) year degree or global equivalent in engineering field of study and ten (10) years of work-related experience; a recognized professional certification or registration in the applicable field, if required; some locations may have additional or different qualifications to comply with local requirements.

• Accredited two (2) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to fourteen (14) years if non-degreed; some locations may have additional or different qualifications to comply with local requirements.

• Ideally have been a Project Engineering Lead on FEED and Detail Design projects.• Provide technical direction, guidance and demonstrated expertise in the
development and implementation of the ISP & OSP fiber optic / copper (CAT 6 &
above) cabling and associated cabling infrastructure [MDF/IDF Room &
Telephone Closet design & layout, cabinet/panel & enclosure layout, cabling
pathway design (cable tray, conduit & U/G duct bank)].
• Extensive knowledge on the development and implementation of effective cabling and infrastructure designs that include
providing specifications, cable schedules and drawings that comply with relevant codes, standards, and regulations.
• Apply working knowledge of BICSI, IBC, ANSI/TIA, and NFPA regulatory and
code requirements to site facilities.
• Familiarity with Telephone, LAN/WAN and Distributed Antenna System
requirements
• Experience with Building Industry Consulting Service International (BICSI),
National Fire Protection Association (NFPA), International Building Code (IBC)
and American National Standards Institute/Telecommunications Industry
Association (ANSI/TIA) codes and standards.
• Familiarity with Navisworks 3D Modeling software
• Experience with MS Office Suite and Engineering Document, Control/Management Systems
• Experience in the performance of functional tasks on projects with a well developed understanding of procedures and interfaces
• Understand complex system studies (e.g., Radio Frequency (RF) and/or Wireless Local Area Network (WLAN) and/or Public Address (PA) coverage, Closed Circuit Television (CCTV) data traffic analyses and distributed storage, and network bandwidth allocations)
• Review, audit, and collaborate with discipline, subcontractor, or third-party stakeholder in development of major telecommunication system/equipment specifications (e.g., RF/WLAN, telephony, Outside Cable System (OCS), Structured Cabling Systems (SCS), weather monitoring)
• Review, audit and collaborate with discipline, subcontractor, or third-party stakeholder in development of telecommunication equipment location philosophy and guidelines based upon project area classifications and design documents.
• Understand calculations (such as RF and/or WLAN and/or PA coverage, CCTV data traffic analyses and distributed storage and network bandwidth allocations) and telecommunication systems schematics and wiring diagrams.
• Experience and advanced knowledge of a large project’s integrated telecommunication systems and physical security systems design and specifications.
• Ability to review project Scope of Services and Scope of Facilities for all phases of projects.
• Certifications from Registered Communications Distribution Designer (RCDD), The International Association for Radio, Telecommunications and Electromagnetics (iNARTE) or Telecommunications Industry Association (TIA) or similar organizations
• Certifications from major manufacturers such as CISCO, Motorola, and others; Cisco Certified Network Associate (CCNA), Cisco Certified Network Professional (CCNP), Cisco Certified Internetwork Expert (CCIE), or similar
• Detailed knowledge of Fluor’s software tools and databases preferred
• Proficient at initiating and growing solid relationships with clients, vendors and suppliers while meeting the company business needs and goals
• Demonstrate strong interpersonal skills
• Ability to set and maintain high standards of performance with responsibility and accountability for successfully completing assignments and tasks
