LOCATION: Oklahoma City, OK (Hybrid Remote)

CONTEXT: Our client is a rapidly growing pipeline and facilities construction contractor committed to delivering safe, high-quality work with integrity. They are seeking an experienced Pipeline Estimator with civil, mechanical, structural, and pipeline experience. This role is responsible for preparing accurate and competitive cost estimates for pipeline maintenance, rehabilitation, and integrity management projects. The ideal candidate will develop complete estimates, evaluate project documentation, and prepare proposals that align with company objectives and client requirements.

RESPONSIBILITIES

  • Review Client RFPs and analyze the scope of work, specifications, drawings, and other documentation.
  • Attend pre-bid meetings (virtual/on-site) and read/interpret contract documents.
  • Prepare and issue Basis of Estimate documents and perform quantity takeoffs.
  • Apply work hour unit rates to generate overall direct work hours.
  • Identify self-perform vs. subcontracted scopes and identify temporary facility/staffing needs.
  • Solicit and analyze supplier, vendor, and subcontractor quotes.
  • Identify project-specific general conditions, analyze risks, and apply contingency factors.
  • Review final scope with Operations to ensure expectations and timing are included.
  • Ensure all bid forms and RFP deliverables are complete, compliant, and delivered.
  • Facilitate estimate review meetings with Project Management and Leadership.
  • Participate in post-bid reviews and answer client questions.
  • Promote and maintain consistent estimating systems, procedures, and historical databases.
  • Conduct productivity studies and evaluate subcontractor capability/performance.
  • Work with Procurement to obtain vendor data, budget pricing, and contractor services.

QUALIFICATIONS

  • Bachelor’s degree in Construction Management, Engineering, or a similar field preferred.
  • 5+ years of experience estimating industrial projects in the oil and gas sector.
  • Competitive bid experience in gas compression, processing facilities, and gathering/mainline pipeline installations.
  • Proficiency in MS Office (Advanced Excel), MS Project, and estimating software (Viewpoint/Procontractor preferred).
  • Thorough understanding of construction industry practices, processes, and standards.
  • Advanced knowledge of estimating strategies, techniques, and technical writing.
  • Strong sense of urgency with the ability to manage multiple estimates simultaneously.
  • Advanced oral and written communication skills.
  • Construction field experience preferred.
