GENERAL DESCRIPTION: 
 
Perform and/or inspect contractors for all aspects of new construction, historic restoration, and maintenance activities for buildings, facilities, grounds, roads, utilities, historic structures, monuments, markers, and directional, informational, and regulatory signs on all state parks and historic sites in compliance with engineering plans, budgets, work quality, designs, engineering, and ADA specifications, proper restoration techniques and tools, and in-house planning.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.

  • Construct new buildings, structures, facilities, utilities, roads, and grounds for the state parks and historic sites from engineered blueprints, in-house plans, or by management of outside contractors.  All work is performed to meet engineered blueprints, specs, and ADA standards and includes project planning, obtaining materials, project layout (conducting construction surveys, land surveys, and engineering surveys) using transits, levels, and other associated equipment, and performing all phases of construction.
  • Perform excavation using heavy equipment (backhoe, skid-steer, accessories, dump trucks, and compactors) and hand tools.
  • Install water lines and/or septic systems.
  • Construct necessary forms and tie steel for concrete work.  Perform the necessary concrete work utilizing conveyor equipment, power screed, floats, power trowel, and hand finish tools.  Finish the concrete to the required specs (smooth, non-skid, exposed aggregate, etc.).
  • Construct the structures, which may be log, timber, lumber frame, rock, masonry, or metal utilizing hand and power equipment (table saw, joiner, shaper, cut-off saw, band saw, MIG/gas/ARC welders, plasma cutter, etc.).
  • Install plumbing in structures that require this utility.
  • Perform finish work including but not limited to rock laminate on structures, flooring installation of all types, roofing (metal, asphalt, wood shingle, and shake), sheetrock, mud, tape, and texture, cabinetwork, window, and door installation, trim work, and apply finishes (paint, stains, etc.).
  • Install landscaping.
  • Design and build cabinetry utilizing tools and cabinet-making techniques (joinery, milling, finishing, etc.).
  • Inspect outside contracted projects for compliance with engineered plans, designs, specifications, work quality, and ADA specifications.
  • Perform historic restoration and/or reconstruction of the state's historic structures, including daubing and chinking log structures, performing masonry and rock work, applying historic finishes to preserve structures, applying cedar shingle roofs, constructing historic windows and doors, and applying wood flooring, ceilings, trim, and siding.
  • Manufacture directional, regulatory, and informational signs for the state parks and historic sites.
  • Manufacture, install, maintain, repair, and inspect the state's historic monuments, markers, and signs.
  • Service, operate, and maintain the Central Construction crew's heavy equipment and accessories, machinery, hand tools, electrical and gas-powered tools, and other equipment.

Qualifications


PREFERENCES: 

Preference may be given to applicants with experience in construction management and proven skills in modern construction and historic restoration.

KNOWLEDGE: 

  • Skill in applying engineering, construction, and maintenance techniques,  procedures, and compliance with blueprints, specifications, building codes, and ADA Standards.
  • Knowledge and skills in all phases of construction and repair techniques for buildings, park and historic site facilities, utilities, roads, grounds, and signage.
  • Skill in operating and maintaining heavy equipment, power machinery, and tools, surveying equipment, hand tools, MIG/gas/ARC welding equipment, plasma cutter, metal working tools, masonry tools, plumbing tools, cabinet-making equipment, log working tools, equipment, and computer sign equipment.
  • Knowledge of construction management and quality control of contracted and capital outlay projects to maintain construction quality and conform to specifications and codes.
  • Knowledge and skill in historical construction and historic restoration procedures.

MINIMUM QUALIFICATIONS:
 
Education:
Bachelor's Degree (typically in Management)
 
Experience:
0-2 years of progressive work experience (typically in Skilled Trades) with acquired knowledge at the level of a Skilled Trades Specialist
 
OR
 
Education & Experience Substitution:
3-5 years of progressive work experience (typically in Skilled Trades) with acquired knowledge at the level of a Skilled Trades Specialist

Necessary Special Requirements


PHYSICAL WORKING CONDITIONS:

  • Must work outdoors in all types of weather.
  • Extensive statewide travel is required.
  • This position works four ten-hour days per week - Monday through Thursday.

  • Must obtain a Class A Commercial Driver's License within two years of hire and maintain the license during employment.
