We are seeking a highly motivated and experienced EHS Construction Manager to act as the Owner’s representative and provide daily oversight of EHS performance for the General Contractor and all subcontractors at our Fleet Data construction site. This critical role involves championing our top-level EHS policy, fostering a strong on-site safety culture, and ensuring rigorous implementation and verification of EHS programs, particularly High-Risk Activities. This will be a visible leader, who pays great attention to detail, spends at least 75% of their time observing construction operations, focused on overseeing high risk activities, acts with a high level of professionalism, to ensure strong on site environmental, health, and safety performance.
Key Responsibilities
- Daily EHS Oversight & Contractor Management
- Provide daily oversight of EHS performance standards of the General Contractor and all subcontractors at the construction site. Through their daily engagements with stakeholders and actions sets a strong tone for exceptional EHS performance.
- Meticulously oversee daily operations, audit documentation, and track key performance indicators (KPIs). You will be responsible for ensuring compliance with federal, state, and local regulations and internal policies.
- Support and champion the top-level EHS policy statement, promoting a strong on-site culture where environmental, health, and safety and well-being are paramount.
- Oversee the implementation of High-Risk Activities (HRAs) programs, including, but not limited to, working from heights, electrical safety, energy isolation, lifting operations, mobile equipment, material handling, confined spaces, ground disturbance, driving, temperature extremes, and noise. Carefully collected and assesses EHS metrics to ensure HRA standards are effective, and where not, ensure stakeholders take corrective action to mitigate any risks.
- Contractor HRA Compliance by overseeing:
- Three levels of risk assessments (program, activity, and task level) and corresponding forecasting and planning meetings.
- Incorporation of HRAs into their project schedule.
- General Contractor planning meetings, look-aheads, and daily coordination meetings.
- Pre-task planning with workers and daily ‘toolbox’ talks.
- Implementation of permit procedures for applicable HRAs.
- Development and implementation of specific HRA Plans for planned activities.
- Communications with their workers, including sharing Lessons Learned and implementation.
- Worker orientation, training, and competency assessments.
- Audit and inspection completions following their own EHS processes and procedures ensuring follow up.
- Meeting EHS reporting criteria, including the generation of EHS and HRA-related metrics, analysis, and overall EHS performance.
- Implementation of the Management of Change (MOC) for schedule, costs, design, personnel, and scope.
- Safety in Design meetings.
- The utilization of Building Information Modeling (BIM) / Virtual Design and Construction (VDC) for HRA Management.
- EHS Program Assurance
- Ensure full compliance with all federal, state, local, and international EHS regulations (e.g., OSHA, EPA, specific country regulations).
- Oversee the implementation of Fleet General Contractor EHS Policy and Procedures, including HRA Management and General Management Standards.
- Develop and track key EHS performance indicators (KPIs). Prepare regular reports for senior leadership on EHS performance, trends, and initiatives.
- Pro-actively lead, engage, and coach contractors to ensure effective EHS process compliance and continuous improvement.
- Organize high-level risk assessments to identify and mitigate potential hazards.
- Participate in and lead the Safety in Design committee, ensuring the inherently safe design of construction sites and effective HRA implementation from the source.
- Attend HRA forecasting and planning meetings.
- Establish and manage a robust Owner EHS audit and inspection program for all construction sites to identify deficiencies and drive continuous improvement.
- Ensure disciplined compliance tracking of any non-conformities, deficiencies, safety observations made including the one generated by contractors.
- Support the development, implementation, and periodic drill/exercising of emergency response plans, including training.
- Environmental Stewardship: Ensuring implementation of environmental management best practices, including waste management, pollution prevention, and sustainable construction initiatives.
- EHS Program Leadership and Culture
- Acts as EHS Owner in all Contractor / Owner meetings.
- On-site champion of Fleet Data Centers' EHS culture and policies. This means acting with professionalism and integrity and holding the general contractor and all subcontractors to the highest standards.
- Be a visible leader who can build trust, foster a "non-blame" culture, and proactively coach contractors. You will need to influence behavior and drive continuous improvement without direct authority over all on-site personnel.
- Proactively promote the implementation of hazardous observations (including good catches) for contractors reporting programs, fostering a non-blame culture.
- Direct and coach the learning and post-mortem process for incidents, ensuring findings of fact, root cause determination, conclusions, and recommendations are thoroughly established and implemented. Lead investigations where determined this to be necessary.
- Promote a strong on-site safety culture through felt and visible leadership, setting an example for all personnel. Create relationships of trust with the General Contractor EHS and Construction and other stakeholders.
- Partner closely with the construction project director, managers, engineering teams, procurement, legal, and other internal departments to integrate EHS considerations into all phases of the construction lifecycle.
- Utilize EHS software to oversee compliance tracking related to contractor EHS oversight functions, ensuring accountability, timely interventions, effective corrective and preventative plans, and proper risk management.
- Assist with contractor EHS vetting and assurance.
Basic Qualifications:
- 3+ years of experience working as an EHS leader in the Data Center construction industry.
- 5+ years of progressive or equivalent experience in Environmental, Health, and Safety management within a construction environment
- 5+ years of experience overseeing and implementing EHS performance standards for general contractors and sub-contractors and management of high risk activities.
- 5+ years of experience leading and conducting comprehensive investigations, developing high quality incident reports, lessons learned, and demonstrating sustainable implementation.
- 5+ years of experience managing EHS software including contractor vetting and compliance and metrics reporting to support this oversight role.
Preferred Qualifications:
- Familiarity with Safety in Design principles and the use of BIM/VDC for EHS management
- Relevant safety certifications (e.g., CSP, CHST, OSHA 30).
- Experience partnering with various internal and external stakeholders, including project directors, engineering teams, and legal departments, to integrate EHS into every phase of construction projects.
- Excellent communication, leadership, and interpersonal skills with the ability to foster a proactive safety culture.
This role will include up to 25% travel to Fleet offices, as well as to meet with vendors.
- Expected Salary Range: $120,000-$150,000 base salary plus bonus
